HomeMy WebLinkAboutCC Min 1962-04-02 I 31 Seal Beach, California April 2, 1962 The City Council of the City of Seal Beach met in regular session at 7:30 P.M. with Mayor Gibbs presiding. The meeting was called to order with the Pledge of Allegiance. Present: Mayor Gibbs Councilmen: Absent: " " Flanagan, Jones, Leonard, Gemmill None It was moved by Gemmill and seconded by Jobes to approve the minutes of the special and regular meetings of March 19th. AYES: NOES: Flanagan, Jones, Leonard, Gemmill, Gibbs None Motion carried. C\l C\l Payroll demabds No. 5945 to 6010 inclusive' and regular en ~ demands No. 1482 to 1520 inclusive for a total of $44,865.68 as ::0 ~ approved by the Finance Committee were presented. It was moved by Flanagan and seconded by Jones that the demands b~ allowed and I I warrants drawn on the Treasury for the same. AYES: NOES: Flanagan, Jones, Leonard, Gemmill, Gibbs None Motion carried. The Clerk read his certification that a referendum petition protesting the adoption of a city ord1nance No. 603, entitled, "Garbage, Trash and \-.leeds" was signed by the requisite number of voters. Received and filed. Ord. 603 Letter from the Pacific Electri~ Railway Co. outlining their P.E. requirements to beautify certain cormers of their right-of-way, was ~ discussed. It was mdved by Leonard to cancel the besutification lease with che Pacific Electic Railway Company. Mr. Leonard with- drew his mo~ion. The City Attorney and City Manager were instructed to contact the Pacific Electric Railway Company to renegotiate the lease. Letter from the Chamber of Commerce opposing one hour parking on certain streets was discussed at length. Mr. Bentson, President of the Chamber ~f Commerce addressed the Council opposing any change in the present time limit. No definite action taken. Vetter from the Chamber of Commerce regarding a certain article appearing in a recent issue of the Santa Ana Register was Cham Comm received and filed. It was the opinion of the City Kttorney that the request Lions of the Lions Club to waive a license fee for gum machines be denied. AYES: NOES: Flanagan, .Jones, Leonard, Gemmill, Gibbs None Motion carried. Mr. Bentson requested that the City Council approve all I news releases. Discussed and tabled to take under advisement. The Council approved the request of the Orange County Multiple Sclerosis Society to solici~ funds in,the City. OFainance No. 605 (Rezoning certain portion Leisure World) was presented.by title by the City A~torney. It was moved by Jones and sec~nded by Gemmill to waive the second reading of ?rdinance No. 605, that it be deemed as having had its second reading and be passed for adoption. It was moved by Jones and seconded by Gemmill to adopt Resolution No. 1169. I AYES: NOES: Flanagan, Jones, Leonard, Gemmill,.Gibbs None Motion carried. Resolution No. 1170 ( ~lection - Ord. No. 603 Garbage and Trash) was presented by the C~ty Attorney. It was moved by Gemmill and seconded by Jones to adopt Resolution No. 1170. AYES: NOES: Flanagan, Jones, Leonard, Gemmill, Gibbs None' . Motion carried. The City Manager gave a survey report on the operation of city parking lots from several cities in this area. It was moved by Gemmill and seconded by Jones that the City Manager be authorized to install par~ing meters and parking bumpers on the Eighth Street parking lots as recommended and outlined. The City Manager gave a preliminary report on water well No.8, Leisure World, that it should produce 1~00 gallons per minute and be completed in May. Upon the recommendation of the City Manage r it was moved by Leonard and seconded by Jones that Carl Thomas be granted additional 1 C\l C\l :r. e,:, .:c co I I The City Attorney reported that all present contracts with the Golden Rain Foundation, Leisure World had been approved. The City Attorney reported that the courts had ruled that the present Seal Beach Post and Wave was not a legal newspaper for City legal advertising. It was moved by Jones and seconded by Gemmill ,that the legal sick leave as outlined. AYES: NOES: Flanagan, Jones, Leonard" Gemmill, Gibbs None Motion carried. It was m?ved by Flanagan and seconde~ by Leonard to authorize the Mayor ~nd City Clerk to execute two agreements for the Orange County Arterial Highway project at Los Alamitos Blvd. and Westminster Avenue, totaling $20,550.00. AYES: NOES: Flanagan, Jones, Leonard, Gemmill, Gibbs None Motion carried. City Manager be authorized to get bids for legal ~dyertising. Mr. Flanagan stated that the City Council ~ an apology to the policemen involved in the recent investigation and that he wished to go on record in this manner. Mr. Leonard stated that he also wished to go on record the same way. It was moved by Gemmill and seconded by Jone!l to adjourn at 9:50 P.M. AYES: NOES: Flanagan, Jones, Leonard, Gemmill, Gibbs .
