California May 7. 1962 The City Council of the City of Seal Beach met in regular session at 7:30 P.M. with Mayor Pro-tem Gibbs presiding. The meet- ing was called to order with the Pledge of Allegiance. Present: Mayor Pro-tem Gibbs Councilmen: Nescher, Anderson, Leonard Absent: " " Gemmill . It was moved by Leonard and seconded by Anderson to approve. the minutes of April 11th. 16;h and 17th as presented. . . AYES: ABSENT: Nescher. Anderson. Leonard. Gibbs Gemmill Motion carried. Payroll demands No. 6150 to 6223 inclusive. and regular demands No. 1605 to 1700 inclusive for a total of $51,456.00 as . approv~d by the Finance Committee were presented. I Jim Bentson, President of the Chamber of Commerce announced tha~ there would be a ~eal Beach night at the Laguna Beach Festival of Arts, July 17th. I. Action on Jim Bentson's request to rerecord the tape of the April 2nd meeting was deferred to the next meeting. Mrs. Mendoza requested that more litte~ recepticals be placed on Main Street. Referred to the City Manager. Dr. Grossman suggested that 'people vote on water,fluori- dation. The City Attorney to report on possibility of placing on the November ballot. 1 Clarence Darby s~ated that the laws pertaining to speed, boulevard stops and cross walks were not being enforced. To be investigated. Mr. Anderson stated that the slurry coat joD on the pier was not satisfactory. The City Manager reported that the job would not be accepted until properly completed. Ordinance No. 606 (Water Rates) was presented by title by the City Attorney. It was moved by Leonard and seconded by Nescher to waive the second reading of Ordinance No. 606, that it be deemed as having had its second reading and be passed for adoption. I. Resolution No. 1177 (OASDI - Authorized Agent) was pre- sented by the City Attorney. It was moved by Leonard and seconded by Nescher to'.adopt Resolution No. 1177, designating the City Clerk as authorized agent. AYES: ABSENT: Nescher, Anderson, Leonard, Gibbs Gemmill Motion carried. It was moved by Anderson and seconded by Nescher that the period of May 19th thru May 28th be declared "Clean-up Week". AYES: ABSENT: Nescher, Anderson, Leonard, Gibbs Gemmill Motion carried. The following bids for a street sweeper were opened; G. H. Tennant Co. Cleaning Equipment Co. Dearth Machinery Co. Easterday Supply Co. The Conveyor Co. Dearth Machinery Co. It was moved by Anderson and seconded by jGscher that the . City Engineer be authorized to prepare plans and specifications for the new water reservoir. AYES: ABSENT: Nescher, Anderson, Leonard, Gibbs Gemmill Motion carried. Mr. Brashear told of proposals for lunch,wagon concessions on the First Street parking lot. More study needed. Mr. Nescher asked about restriotions on peddling and soliciting in the City. It was moved by Leonard and seconded by Nescher t~ instruct the City Attorney to prepare a proper ordinance. Anderson The Mayor announced that Councilmen Nescher and Anderson were attending a League of California Cities meeting in Sacramento. It was moved by Leonard and seconded by Gibbs that the minutes of May 7, 1962 be approved as presented. AYES: ABSENT : Gibbs, Leonard, Gemmill Nescher, Anderson Motion carried.
