The City Council of the City of Seal.Beach met in regular
session at 7:30 P.M. with Mayor Gemmill presiding. The meeting was
call~d to order with the Pledge of Allegiance.
The invocation was given by Rev. John Gillis. First
Brethran Church.

The Mayor announced that Councilmen Nescher and Anderson
were attending a League of California Cities meeting in Sacramento.
It was moved by Leonard and seconded by Gibbs that the
minutes of May 7, 1962 be approved as presented.

Motion carried.
Payroll demands No. 6224 to 6288 inclusive and regular dema~ds
No. 1701 to 1726 inclusive, for a total of $60,451.81 as approved by
the Finance Committee were presented. It was moved by Leonard and
seconded by Gibbs that the .demands be allowed and warrants drawn on
the Treasury for the same.

Letter from the Pacific Electric Railway regarding the
beautification lease was received and filed.

Request of the Republican Women of Seal Beach to install
flags on the street standards May 23rd was approved.
A policy of use of public facilities for political meetings
was referred to the City Manager and City Attorney.
Letter from Valinda Engineering Co., to consider their
qualifications before awarding a contraqt' for certain water improve-
ments was discussed. It was decided that both Valinda Engineering
and Voorheis, Trindle and Nelson submit their qualifications.

Mr. Keller asked about weed abatement on the Hellman prop-
erty. He was advised that it would be taken care of.
Mrs. Charles Davis asked about weed clearing on Bolsa

Avenue parkway.

It was stated "by the City Manager that a program
would be worked out.
. Mr. Melton Ward stated that sidewalk and alley levels in
his area had not been corrected as promised. The City Manager was
instructed ~o recheck and to prepare a schedule of improvements.
Resolution No. 1179 (Excluding the City from County Fire
District Tax) was presented by the City Attorney. It was moved by
Leonard and seconded by Gibbs to adopt Resolution No. 1179.

The City Attorney stated that his office was investigating
ordinances that pertain to solciiting and peddling..
Upon the request of the City Manager, it was moved by
Gibbs and seconded by ~eonard that a Warehouse Revolving Fund of
$5000.00 be estahlished.

Compaqtion of earth of a sewer line crossing Garden Grove
Blvd. by the Golden R~in Foundation was referred to the City Abtorney.
Upon the request of the City Manager and License Co~lector,
it was moved by Gibbs and seconded by Leonard ~hat the dog license
ordin~nce be amended and that the City Attorney be instructed to
prepare it.

Councilman Gibbs and Nescher arrived during the executive

Civil Service Commission members present: Rahl, Campbell,
Keller and Applegate.
Mayor Gemmill announced that the purpose of this meeting
was to hear the report of Mr. John F. Kenney. Kenney
Mr. Kenney presented his report in detail. Report
Mr. Anderson asked if the police cars were adequate. Mr.
Kenney stated that such high powered cars were not needed. Mr.
Anderson asked about the helmets worn by the officers. Mr. Kenney
sta~ed that theymerved no needed purpose.
