Present: Mayor Gemmill . Councilmen: Anderson, Leonard Absent: "" Gibbs, Nescher It was moved by Leonard and seconded by Anderson to adjourn to executive personnel session at 6:35 P.M. ,I AYES: ABSENT: Anderson, Leonard, Gemmill Gibbs, Nescher Motion carried. The meeting reconvened at 7:38 P.M. Councilman Gibbs and Nescher arrived during the executive . personnel session. Civil Service Commission members present: Rahl, Campbell, Keller and Applegate. Mayor Gemmill announced that the purpose of this meeting was to hear the report of Mr. John F. Kenney. Kenney Mr. Kenney presented his report in detail. Report Mr. Anderson asked if the police cars were adequate. Mr. Kenney stated that such high powered cars were not needed. Mr. Anderson asked about the helmets worn by the officers. Mr. Kenney sta~ed that theymerved no needed purpose. 54 Mrs. Gibbs asked about councilmen riding in police cars. Mr. Kenney stated they may as they are City Officials, if on official business. Mr. Anderson asked about the use of Police Reserves. Mr. Kenney said they should not be used in field activities because of the.risks involved. Mr. Kenney said our police pay schedule was comparable with other cities. II Mr. Keller asked about overtime for police officers. Mr. Kenney stated that it was not necessary as his report shows. Mr. Gemmill stated that the report would not be adopped at this time, but probably at an adjourned Meeting next Monday night. The Mayor read a statement as follows: "It is apparent that the first duty of the Council is to examine its own activities in respect to the Police Department. There clearly have been acts of ommission and commission detremental to the operation of the Police Department, and this Council must and will lay down some self-gov- erning rules and regulations ,.f~~:..~...~~~t .,,~.~:,:,w:.,;~, ~~, v...J:.... ....~- ... ..... ........f situ~tion from reocurring. adhered to to prevent this ~ It is the second duty of this Council to reaffirm and enforce rules of conduct and procedure among all personnel of the Police Department and City Manager's office. There are explicit written rules and regulations regarding chain of command and authority which have been violated or disregarded, and all personnel will be expected to adhere to and comply with them or be subject to immedi- ate disciplinary action. It is the duty of the Civil Service Board, in light of this report, to report and recommend to the Council necessary and desirable changes in our civil service ordinance. It is the duty of the I Police Department to obey the spirit and the letter of the civil service ordinance, of the police rules and regulations and the dir- ectives of the Council, the City Manager, and the Police Chief. It is the duty of each citizen to expect and demand a first-class police department. This Council and the Civil Service Commission, when they recommend changes .in the civil service ordinance, are going to be stepping on some toes--on some vested interests--and it is the duty of every citizen to support the Council, and to support the Civil Service Commission, in correcting the situation which exists. I 55 " 1 At the same time it is each citizen's duty to comply with a more difficult and' more subtle responsibility, and that is not to meddle in the Police Department, not to spread rumor, with or with- out malicious intent, and not to endorse, condone or assist in splitting this City into factions, camps or pressure groups. This City has been set back severly by the happenings of the past few weeks, and 1 expect every citizen, councilman and city employee to perform his duties exactly as 1 have outlined them. We will and we must continue to be a progressive community and we w ill overcome this deficit in public relations." City Council of the City of Seal Beach met in regular session at 7:30 P.M. with Mayor Gemmill presiding. The meeting was called to order with the Pledge of Allegiance. Present: Mayor Gemmill Councilmen: Nescher, Anderson, Gibbs, Leonard Absent; " " None - Mayor Gemmill presented proposed instructions and qualifications to the Civil Service Commission for an examination for the position II of Chief of Police. After some discussion it,was moved by Anderson and seconded by Gibbs to approve the instructions as porrected. AYES: NOES :' Nescher, Anderson, Gibbs, Leonard, Gemmill None Motion carried. It was moved by Nescher and. seconded by Gibbs that the , City Manager be instructed to place appropriate Magazine and other4publications for AYES: Nescher, Anderson, GibbS, NOES: None advertisements in Western Cities the position of Chief of Police. Leonard, Gemmill Motion carried.
