This City has been set back severly by the happenings of the past few weeks, and 1 expect every citizen, councilman and city employee to perform his duties exactly as 1 have outlined them. We will and we must continue to be a progressive community and we w ill overcome this deficit in public relations." City Council of the City of Seal Beach met in regular session at 7:30 P.M. with Mayor Gemmill presiding. The meeting was called to order with the Pledge of Allegiance. Present: Mayor Gemmill Councilmen: Nescher, Anderson, Gibbs, Leonard Absent; " " None - Mayor Gemmill presented proposed instructions and qualifications to the Civil Service Commission for an examination for the position II of Chief of Police. After some discussion it,was moved by Anderson and seconded by Gibbs to approve the instructions as porrected. AYES: NOES :' Nescher, Anderson, Gibbs, Leonard, Gemmill None Motion carried. It was moved by Nescher and. seconded by Gibbs that the , City Manager be instructed to place appropriate Magazine and other4publications for AYES: Nescher, Anderson, GibbS, NOES: None advertisements in Western Cities the position of Chief of Police. Bch. rape ~ecord. ~ The City Clerk presented a vote of confidence to Chief Robert MacClure signed by 566 local residents. Received and filed. The Clerk read a letter from Lucas, Pino and Lucas, representing Seal Beach Disposal Company in regard to refuse collect- ion in the Leisure World. Mr. Malcolm Lucas addressed the Council in regard to the effOpt on a contract with Leisure World as it con- cerns the June 5th Municipal election. Mr. Letson of the Golden Rain Foundation also addressed II the Council of problems beginning June 8th., when owners start moving into Leisure World. A general discussion followed. The City Attorney was in- structed to prepare a legal opinion in the event of passage or failure 0' Ordinance No. 603 on the June 5th ballot. A letter of thanks from the R~publican Women of Seal Beach for cooperation in the Joe Shell rally was received and filed. Mr. Dick Kusmann read excerpts from the Police Manual concerning police officers circulating petitions regarding the re- moval of the Chief. Mayor Gemmill stated that the Council will make an investigation. Mr. Hal Marron of Va1inda Engineering Company inquired I about his letter of qualification for services in the water projects. - The Matter to be taken up at the next meeting. Dr. Frank Grossman again addressed the Council in regard to adopting an ordinance by the November ballot for water fluoridation. It was moved by Gibbs and seconded by Anderson that the proposition be put on the November ballot. After discussion Mrs. Gibbs withdrew her motion with the consent of Anderson. Dr. Grossman to prepare and present further facts in favor of the idea. Mr. Jim Bentson, president of the Chamber of Commerce urged a complete~land use study be made of the porposed leasing of portions of the ~each for commercial use. The City Attorney again stated he was trying to work out with the Security Bank specific uses of the property. II Mr. Bentson also inquired again about the use of Council meetings tape recordings for rerecording. Mr. Gemmill stated that the tapes were for the use of the Council only and not a public record. The City Attorney was instructed to prepare a legaL decision within ninetjy., days. Continued use of the Youth Center for Art Classes by the Orange Coast College was approved. The City Manager stated that the Board of Supervisors would consider matters concerning the Coast Freeway, Tuesday, May 29th. The City Manager announce~ that another hearing on the San Gabriel River Freeway would be held July 24th in either Seal Beach or Santa Ana; More information later. Free Way At the request of Mr. Nescher, the City Manager was in- structed to arrange another demonstration of the street sweeper. The City Manager suggested that the Council adjourn to St. Sweep executive personnel session. Mayor Pro-tem Gibbs reported her recent trip to the Feather River Project. Mrs. Gibbs requested that a meeting be held with Mr. George Duff regarding the p~posed canal on Electric Avenue. To be arranged. Mr. Leonard reported on his and Mr. Anderson's trip to Davis Dem.
