The City Clerk was granted permission to publish pending
ordinances in the Seal Beach Post and Wave until bids for legal
advertising had been awarded.
It was moved by Leonard and seconded by Gibbs to adjourn
to executive personnel session at 10:35 ~.M.

The City Council of the City of Seal Beach met in regular
session at 7:30 P.M. with Mayor Gemmill presiding. The meeting was
called to order with the Pledge of Allegiance.

It was moved by Gibbs and seconded by Leonard that the

minutes of June 18th and 23rd 1962 be approved as corrected.

Payroll demands No. 6382 to 6460 inclusive and regular demands

Bids for legal advertising were presented. It was the
opinion of the City Attorney that the Post and Wave did not qualify

as a legal newspaper. All bids were referred to the City httorn&y
for study and report.
Dale Gardener's letter of lack of enforecement of the dag
leash ordinance was referred to the City Manager for report at the
next meeting.

tion to solicit used merchandise in the city was discussed. It was
moved by Leonard and seconded by Gibbs that the City Clerk be authori-
zed to use his discretion in granting permits to recognized charitable
institutions and all other requests be referred to the City Council.

Mayor Gemmill stated that unsigned communications addressed
to the City Council would not be considered.
Mr. Darby addressed the council at length against water
fluoridization and requested that the action to put the matter on
the ballot be recinded. After considerable discussion it was moved
by Leonard and seconded by Nescher that the previous action of the
City Council to put the matter on the November ~allot be recinded.

Mrs. Bonnie Price stated that she s old "The Rebel and intro-
duced the new owners. Upon proper application for license, the matter
will be discussed further.
John Bende~, re~resenting the Junior Chamber of Commerce
requested action on their request to conduct a carnival in August.
It was decided to arrange a meeting with the Jay Cee's to further
discuss the matter.
Mrs. Clyde Rife called attention to what she called the
unsanitary condition of the pier and the type of people who use it,
and suggested that a charge be made for its use. To be investigated.
Mr. Yasius spoke of lack of enforeement of the anti-litter

Ordinance No. 608 (Amending Ord. No. 406-Zoning) was pre-
sented by title by the City Attorney. It was moved by Anderson and
seconded by Nescher to waive the seco~d reading of Ordinance No. 608,
that it be deemed as having had its second reading and be passed for

Ordinance No. 610 (Bay Bivd. - County Highway During
Construction) was presented by the City Attorney. It'was moved
by Leonard and seconded by Anderson to waive the reading of Ordinance
No. 610, that it be deemed as having had its first reading and be
passed to the second reading.

The City Attorney stated that a study had been made of
soliciting ordinances and requested the views of the'council. After

some discussion the City Attorney was instructed to prepare a rough
draft for council review.
The City Attorney reported that condemnation proceedings
for a sewer line were nearly completed with the Bixby Land Company.
The Mayor reported that the City!s request to have the
San Gabriel River Freeway hearing held in Seal Beach had been denied.
The hearing is scheduled for July 24th in Santa Ana. .

Mr. Anderson sugsested a tree planting program for Ocean
Avenue, and that hewould donate small trees for planting.

Mr. Anderson reported the need for a stop sign on Central
at 5th Street. Police Department to investigate.
Mr. Leonard stated that the Orange County Board of Super-
visors favored the terminus of the San Gabriel River Freeway at m
westerly extension of Westminster Boulevard.
The Mayor announced a budget study session would be held
Thursday, July 5th at 8:00 P.M.
It was moved by Leonard and seconded by Anderson toedjourn
at 10:15 P.M.
