The City Council of the City of Seal Beach met in regular
session at 7:30 P.M. with Mayor Gemmill presiding. The meeting was
called to order with the Pledge of Allegiance.
The invocation was given by Rev. Ralph Schmitt, Methodist
Church.

It
Mayor Gemmill suggested the discontinuance of the use of
the tape recorder. After some discussion it was moved by Anderson
and seconded by Nescher that the use of the ~ape recorder be dis-
continued, except when councilmen are absent. More discussion' followed.
Mr. Anderson withdrew his motion with the consent of the second and
the matter was referred to the City Attorney.
It was moved by Gibbs and seconded by Leonard that the
minutes of July 2nd and 9th 1962 be approved as presented and cor-
rected.

Payroll demands No. 6464 to 6540 inclusiv~ and regular
demands No. 1882 to 1926 inclusive, tot~ling $26,279.86 as approved

by the Finance Committee were presented. It was moved by Leonard and

seconded by Gibbs that the demands be allowed and warrants drawn on
the T~easury for the s~e.

Announcement of the July meeting of the Orange County
Coast Association was received and filed.
Letter from the Seal Beach Fire Department of the reelection
of W. S. K~ighton as Fire Chief was received and filed.
It was moved by Anderson and seconded by Gibbs that the
request of the Brethren Church to hang a street banner at Main and
Central Avenue be approved and that the City Manager make a cost
study for future use.

was discussed. It was moved by Leonard and seconded by Anderson

that the Chief of Police employ one m~~ to check out an~ enforce
anti-litter laws on Ocean Avenue, Main Street and the Pier.

Mr. Darby addressed the Council relative to the special
meeting of July 9th and the temporary appointment of the City Manager.
He stressed the employment of a full time City Manager.
Mr. Keller stated that the City Council be permitted to
use its best judgment in the matter.
Mr. Bradley representing the Assenbly of God Church
requested permission to use the beach for childrens meetings. Per-
mission granted.
Mr. MacClure asked if an ordinance had been adopted to
install a stop sign at Bolsa Chica and Westminster Avenue. Referred
to City Attorney.

Mr. Carlson requested action on a request to acquire certain
Parks
Hellman Estate'property for park purposes. Mayor Gemmill reported dis-
cussion with the Hellman Estate in this regard' and thB~ they were non-
comml ttal.
Mr. Rohrig of Diehl, Evans and Company, City Auditors reported
Audit
past and present fees relative to city auditing. It was moved by
Nescher and sedonded by Gibbs that the Mayor be authorized to execute
a contract with Diehl, Evans and Company for an annual fee of not to
exceed $900.00 for the fiscal year 1962-63.

Grdinance No. 610 (Bay Blvd. - County Highway) was presented

by title for the second reading. The ordinance was discussed with no
action taken.
Ordinance No. 611 (Rezoning -Amending Ord. No. 58l-Leisure
World) was presented in full by the City Attorney. It was moved by
Anderson and seconded by Leonard that Ordinance No. 611, having had
its first reading be passed to the second reading.

mutual aid agreement was discussed. More study needed.

Upon the recommendation of the City Attorney, it was moved
by Gibbs and seconded by Nescher that the Mayor and City Clerk be
authorized to enter into a contract with the Marine News for legal

motion to read that the City Attorney be instructed to. draw up a
contract with the Marina News for legal advertising for 1962-63.

The City Manager reported that the San Gabr~el River Free-
way hearing had been changed from Santa Ana to the Club House, Leisure
World, July 24th at 2:00 P.M.
The City Manager also reported that the Ani~al Control
Warden was averaging 30 pi~k ups per week and that an a dd1tional
truck was being added.
The City Manager reported that a complete resch~duling

of the street sweeper operation was b~ing made and wou+d be put into

use as soon as possi~le.
Upon the recommendation of the City Manager it was moved
