The City Council of the City of Seal Beach met in regular
session at 7:30 P.M. with Mayor Gemmill presiding. The meeting

was called to order with the Pledge of Allegiance.

It was,moved by Leonard and seconded by Anderson to approve
the minutes of July 16th, 17th, 23rd and 29th 1962 as presented.

Regular demands No. 1927 to 2002 inclusive, and payroll
demands No. 654] to 6626 inclusive, totaling $49,231.25 as approved
by the Finance Committee were presented. It was moved by Leonard
and seconded by Anderson that the demands be allowed and warrant~
drawn on the Treasury for the same.

Letter from the Planning Commission regarding Tract Map

Resolution No. 1185 (Opposing Senate Reapportionment) as
proposed by Senator Murdy was presented by the City Attorney. It II
was moved by Leonard and seconded by Anderson to adopt Reso. No. 1185.

Action on Mr. George Duff'S letter regarding real estate
signs was referred for further study.

Letter from Golden Rain Foundation commending the Fire
Department was received and filed.

Mr. Leonard suggest,ed that the Police Department report
of litter enforcement be received and filed.

The Mayor recommended that. anti-hitch hiking enforcement
be put into effect.
Request. of the Civil Service Board for memo form of action
taken by the Council in matters that concern them was referred to the
Acting City. Manager to furnish.
Mr. Preston of lOth Street reported the disturbance of a
great number of pigeons in palm trees in the area. Referred to the
Police Department.
Mr. Mike Kramer announced a Father O'Sullivan Fund Carnival

It was moved by Anderson and seconded by Leonard that
Mr. John Williams be appointed City Manager, effective on or before
Sept. 1, 1962 at $900.00 per month.

Ordinance No. 610 (Bay Blvd.-County Highway) was presented'
by title by.the City Attorney. It was moved by Anderson and seconded
by Nescher. to waive the second reading of Ordinance No. 610, that it
be deemed as having had it~ second reading and be passed for adoption.

Resolution No. 1186 (Life Guard - Mutual Aid-Orange County)
was presented by the City Attorney. It was moved by Anderson and
seconded by Leonard to adopt Resolution No. 1186.

Motion carried.
Mayor Gemmill announced that this was the time and place
for a public hearing on weed abatement. There being no objections
either orally or in writing the Mayor declared the hearing closed.
Resolution No. 1187 (Weed Abatement) was presented by
the City Attorney. It was moved by Nescher and seconded by Leonard
to adopt Resolution No. 1187. .

City Charterhood was discussed at length with the City
Attorney. It was moved by Leonard and seconded by Gemmill that
the City Attorney be instructed to proceed with all necessary
documents to submit the proposition to the people on the November
ballot.

City Attorney be instructed to prepare a contract with the Marina

Motion carried.
John Stratfor~ outlined a proposed resolution of entry
by the City into the West Orange County Water.District. The Mayor
appointed John Nesche~ as the representative of the City.
John Stratford told of several requests for removal of sand
from the mouth of the San Gabriel River as a part of the North American
Company project on Navy property. Discussed and action withheld pending
bids.
Mr. Nescher recommended a survey be made of the garbage
and trash litter on Seal Way.

Mr. Nescher requested the change of Counci1 meetings to
Tuesday nights. More study needed.
Mr. Nescher suggested than an ordinance be adopted pro-
hibiting unauthorized vehicles on the beach.
Mr. Anderson again offered to supply'trees for planting
in parkways. No action.
Mr. Anderson suggested that sidewalks be ins,talled on the
entire length of the south side of Ocean Avenue, east of the pier.
The acting City Manager to investigate.
