The City Council of the City of Seal Beach met in regular
session at, 7:35 P.M. with Mayor Gemmill presiding. The meeting was
called to order with the Pledge of Allegiance.

It was moved by Leonard and seconded by Anderson to excuse
Mrs. Gibbs from the meeting.

Payroll demands No. 6627 to 6708 inclusive and regular
demands No. 2003 to 2061 inclusive, totaling $25,364.38'as approved
by the Finance Committee were'presented. It was moved by Leonard
and seconded by Nescher that the demands be allowed and warrants
drawn on the Treasury for the same.

Pier
It was moved by Leonard and seconded by Nescher that
twenty parking spaces on the 10th Street lot be rented to the
Seal Beach Sportfishing Pier from Sept. 4th through Dec. 31, 1962
for a sum of $500.00.

Letter of thanks from the Seal Beach Sportfishing Pier
for assistance given by the Life Guards, beach personnel and the
Police Department at the time of the loss of their fishing boat
Neleh, was received and filed.

Letter and check in the amount of $1700.98, refunding
31.5% of the premium paid the State Compensation Insurance Fund
was received and filed.
Letter from Raymond R. Kahl regarding a recreational
development proposal was referred to John Stratford for reply.
It was moved by Anderson and seconded by Leonard that
the Sportsmans Club be permitted to borrow 75 folding chairs and
3 tables for their annual hamburger fry.

for Grace and Joseph Crafts and Anna M. Bovell were received and
filed.
It was moved by Anderson and seconded by Nescher that the
request for. a refund of $144.00 for license fee for the Jr. Chamber
Jr.

of Commerce recent carnival be granted.

The City Attorney presented the councilman a proposed
ordinance regulating soliciting for study..
It was moved by Anderson and seconded by Leonard that
the City, Attorney be instructed to prepare all documents for
presenting proposed Civil Service Ordinance amendments to the
people on the November ballot.

Jim Crosby of the City Engineers office of Voorheis,
Trindle and Nelson reported the status of Leisure Wo~ld Water W~ll
No.1, and the adjustments for liquidated damages caused by delays.

The on-sale beer license for 800 Coast Highway to be
known as "The Biyu" was discussed with Mr. William Neel, the new

City Clerk issue a transfer of license from Mrs. Bonnie Price to
Mr. and Mrs. William Neel, subject to the conditions expressed
by members of the City Council.

Mr. Nescher inquired about the proposed City Charterhood
program. After some discussion the City Attorney was instructed
to furnish more information in regard to the proper procedures.
Mr. Nescher reported meeting with the City of Santa Rosa and the
California League of Cities. officials on the matter.
Reports of the Building, Water, License, Accounting
Departments and the City Treasurer for the month of July 1962'
were received and filed.
