Mr. Nescher reported that on August 23rd the West Orange
County Water Dist~ict had granted, application and consented to the
Co. Water
admission of Seal Beach and Westminster into the district.

Upon the request of Mr. Leon~rd the City Manager was
requested to report costs of ~ title r.eport and appraisal of certain
portions of the Pacific Electric Railway right-of-way.
It was moved by Gibbs and seconded by Leonard to adjourn
to executive session at 9:44 P.M.

Ray Harbour, Acting Chief of Police called attention to the heading
of the ordinance. Mr. Keller stated that the Commissioners infor-

mation had been taken from the suggested League of Cities model

ordinance and other sources. Other sections of the ordinances were

discussed. Mr. Rahl traced the action of the Commission in preparing
the ordinance over the past year. The difference between a Civil
Service System and a Personnel System was also discussed. BUrther
lengthy discussion by all.members of the Council, the City Manager,
Commission and the audience followed.
