The City Council of the City of Seal Beach met in regular
session at 7:30 P.M. with Mayor Gemmill presiding. The meeting was
called to order with the Pledge of Allegiance.
The invocation was given by Rev. Father Diamond, St. Anne's
Church.

It was moved by Anderson and seconded by Leonard that the

Regular demands No. 2121 to 2175 inclusive and payroll

demands No. 6780 to 6855 inclusive, totaling $27,684.00 as approved
by the Finance Committee were presented. It was moved by Leonard
and seconded by Anderson that the demands be allowed and warrants
drawn on the Treasury for the same.

At the suggestiin of the Chamber of Commerce, the City
Attorney was instructed to prepare a proper resolution relative to
the San Gabriel River Freeway routing.
Letter from the Seal Beach Sport Fishing Pier regarding
renewal of their lease was discussed. It was moved by Leonard and
seconded by Gemmill that the City Attorney be authorized to advertise
for bids for the lease of the pier. Bids to be opened the second
meeting in November.

First Street parking lot regulations were briefly discussed
and referred to the City Manager.

Mrs. Arthur Zahler inquired about setting up counci~anic
district~. The Mayor stated that the project was being worked out.
She also reported the poor condition of flags in the City
Hall auditorium. Referred to the City Manager.
Resolution No. 1196 (Population Estimate - State Dept. of
Finance) was presented by the City Attorney. It was moved by Leonard
and seconded by Gemmill to adopt Resolution No. 1196.

Ordinance No. 615 (Changing Time - Council Meetings) was
presented by title by the City Attorney. It was moved by Leonard
and seconded by Nescher to waive the'second reading of Ordinance
No. 615, that it be deemed as having had its second reading and be
passed for adoption.

Reports of the Water, Building, License, Accounting
Departments and the City Treasurer for the month of August 1962
were presented and ordered received and filed.
Mayor Gemmill reported that at the recent meeting of the
Executive meeting of the Orange County League of Cities, uniform

street naming was discussed. The City Manager to investigate the

problem in the City.
The Mayor also told of a forest fire prevention program
in the County.
Action on the adoption of the 1962-63 budget was deferred
to a study session.
Mr. Leonard inquired about a mutual aid fire agreement
with the Ammunition and Net Depot. Referred to the City Manager
for consultation with the Fire Chief.
The City Manager reported an important~meeting of the
Orange County Water Board would be held October 4th. The City
