The meeting was called to order with the Pledge of Allegiance. Present: Mayor Gemmill Councilmen: Anderson, Gibbs, Leonard I Absent: " " Nescher It was moved by Anderson and seconded by Gibbs that the minutes of September 17,1962 be.approved as presented. AYES: ABSENT: Anderson, Gibbs, Leonard, Gemmill Nescher Motion carried. Payroll demands No. 6951 to 7035 inclusive and regular demands No. 2176 to 2219 inclusive, totaling $30,104.27 as approved by the Finance Committee were presen~ed. It was moved by Leonard and seconded by Anderson that the demands be allowed and warrants drawn on the Treasury for the same. Request of the P.T.A. to hold a parade in connection with their annual carnival, October 13, 1962 was approved and re- ferred to the City Manager. Mr. Lindstrom complained that a day nursery school was being conducted at 219 14th Street in violation. The City Manager reported that the work was scheduled for 1964-65 but that he was trying to get the work done at once. Mr. Nescher arrived at 7:55 P.M. St. Dept. Mr. Weed, a director of the Leisure World Home Owner Association reported that the second unit was now open and being occupied and extended an invitation to inspect them. Resolution No. 1197 (San Gabriel River Freeway-Endorsing ActionL'ot: the Board of Supervisors) was presented by Deputy City Attorney Sam Siegel. Jim Crosby, City Engineer, reported on the completion of Water Well No.1, Leisure World and recommended payment of $21,143.28. Watl Resolution No. 1198 (Declaring Work Completed - Leisure World Water Well No.1) was presented by title by the City Attorney. Any Councilman. City Manager' or City Attorney may bring anything before the Council not on the agenda subject to notification to the Council of his intent to do so. Mr.':li.eonard reported' on the plans and progress of the annual Halloween Childrens Party. It was moved by Anderson and seconded by Gibbs that the City appropriate $200.00 plus labor for the party. It was moved by Gemmill and seconded by Gibbs that the City Manager consult with councilmen and department heads regarding attendance at the annual California League of Cities' Conference and ~U5 -.e~-' ~ TL.4.,.-..,..,....;~~ that an amount of $25.00 per daYAbe allowed those wishing to attend. AYES: Nescher. Gibbs. Leonard. Gemmill ABSTAIN: Anderson I Motion carried. The Mayor suggested that names~of incumbents and alternates be submitted for expired terms on the Planning Commission. After considerable discussion it was moved by Anderson and seconded by Nescher that separate proposals be provided for the bid on the pier lease and base of pier. AYES: NOES: Nescher. Anderson Gibbs. Leonard. Gemmill Motion lost. It was moved by Leonard and seconded by Gibbs that the bid proposal for a separate package deal for bids for the pier and pier base be permitted. AYES: NOES: Gibbs. Leonard. Gemmill Nescher. Anderson I Motion carried. It was moved by Gemmill and seconded by Anderson that the pier lease bids be opened the first meeting in January 196) and that the present lease be continued on a month to month basis pending the acceptance of a favorable bid. Mrs. Gibbs called attention to the blind corner at Catalina and Bay Blvd. Referred to the City Manager. Mrs. Gibbs asked if a seven man council could be arranged to include two from Leisure World. The City Attorney reported that it could only be ?one by becoming a Charter City. The Mayor suggested an advisory committee from Leisure Chart City World to the City Council.
