November 5. 1962
The City Council of the City of Seal Beach met in regular
session at 8:00 P.M. with Mayor Gemmill presiding. The meeting was
called to order with the Pledge of Allegiance.

It was moved by Leonard and seconded by Anderson to approve
the minutes of October l5. 1962 as presented.

approved by the Finance Committee were presented. It was moved by
Leonard and seconded by Nescher that the demands be allowed and
warrants drawn on the Treasury for the same.

Letter from Garland G. Stephens regarding life guard service Lit
at the jetty during the w inter months was discussed. tabled and referred
to the City Manager for investigation with County and other beach cities.

Letter of thanks from the Seal Beach Lions Club concerning
the Halloween Party was received and filed.
Report from MiSS Charlotte Shuman regarding the Halloween
Dance conducted by the American Legion was discussed. The Mayor and
City Manager reported observance of the party as being in proper
order. Members of the Council and audience discussed the problems
and offered suggestions.
Sven Lindstrom. 215 14th Street complained of the Day Care
Nursery School next to him as being in violation of local ordinances.'
Conduct of such nurseries in other parts of the city was discussed.
~ Mrs. Gibbs spoke in behalf of investigating the present ordinances

for adjustment. No definite action taken.
The Mayor declared a five minute recess at 9:40 P.M.
The meeting reconvened at 9:59 P.M.
Mayor Gemmill stated that Mr. Lindstroms' complaint concerned
only the Day Care Nursery problem in his area.
Mrs. Myrtle Baker. 125 lOth Street. stated that palm trees

walks. Root trimming to be investigated. Referred to the City
Manager.
The City Manager read a letter from Richard H. Loupe for
procedure for abandonment of a proposed street on Lot 408. Tract No.
2590. It was moved by Gemmill and seconded by. Gibbs to instruct
the City Attorney to. commence abandonment procedures.

Application for transfer of alcohol beverage license from
Dovalis to Chandler was received and filed.
Final acceptance of Tract Map No. 4748. Leisure World was
dis cussed at length. This discussion included a fire station site
and paving of certain portions of Los Alamitos Blvd. and/or Bay Blvd.
in the Leisure World area. It was mutually agreed between members
of the City Council and Mr. Fowler. Leisure World representative. to
continue the study of the fina] tract map until the adjourned meet-
ing of November 7. 1962.
It was moved by Leonard and seconded by Anderson to adjourn
at 11:37 P.M. uatil 8:00 P.M. November 7. 1962.
