California December 17. 1962 The City Council of the City of Seal Beach met in regular session at 8:00 P.M. with Mayor Gemmill presiding. The meeting was called to order with the Pledge of Allegiance. The invocation was given by Rev. E. John Gillis. First Brethren Church. Present: Mayor Gemmill Councilmen: Nescher. Gibbs Leonard Absent: "" Anderson The following bids for a Tractor. Loader. Backhoe were TractoI opened; 1. Orange County Tractor Co. -Case- net bid $6900.00 2. Schneider Tractor Co. -Allis Chalmers - net bid $8079.00 3. McCoy Motors - Ford - net bid $6800.00 The bids were referred to the Director of Public Works for recommendation at the next meeting. A public hearing.on rezoning of portions of Leisure World from R-l to C-l and C-2. was opened. . The City Manager outlined the request of Leisure World. There were no protests. either oral or written presented. It was moved by Leonard and seconded by Nescher that the hearing be closed. Le1SUI World AYES: ABSENT: Nescher. Gibbs. It was moved by Leonard and seconded by Gibbs to accept the recommendation of the Planning Commission and to rezone Parcel No. 1 Rezol Leisl . from R-l to C-l and Parcel No. 2 from R-l to C-2. The City Manager explained the reason for vacation. ~ . No protest. either oral or written were presented. Mr. Jim Bentson, President, Chamber of Commerce told of the proposed "California First" celebration and presented lapel buttons I to th~ City Officials. , Letter.from Mra. Ross Wood regarding advertising benches was discussed. The matter was referred to the City Manager to deter- mine costs of city owned benches and to request the advertising companies to change certain advertisers. Letter from James W. ,Walker. T-Timers Inc. for free license to install safety belts was discussed. Gibbs, Gemmill Leonard Anderson Motion carried. Letters from Senator Murdy and Asse~lyman elect Whetmore offering legislative assistance were received and filed. I , . Mr. E. E. Brashear addressed the Council in regard to a hreat of loss of Metropolitan Water to the West Orange County Water District because of a delay requested by the City. Mr. Nescher stated that the Board was making an additional study as requested by the City. Tate~ Mr. Williams outlined the latest engineering studies. After a gen- eral discussion Mr. John Denninger representing Voorheis. Trindle and Nelson reported an approach by the L.A. Flood Control Distric. Mr. Yasius asked if it were permissible-to di~play merchan- dise on public sidewalks. The City Attorney ~oted sec. 14-8 of the Code as being unlawful. The Mayor declared a recess at 10:00 P.M. The meeting reconvened at 10:10 P.M. Ordinance No. 616 (Barking Dogs - Repealing this section) Ord was presented by title by the City Attorney. It was moved by Leonard -616 and seconded by Gemmill to waive the first reading-of Ord. No. 616. that it be deemed as having had its first reading and be passed to the second reading. Ordinance No. 617 (Driving Vehicles on Private Property) Ord was presented by title by the City Attorney. and seconded by Gibbs to waive the reading of It was moved by Leonard 617 Ordinance No. 617, that it be deemed as having had. its first reading and be passed to the second reading. Police and Building Departments for the month of November 1962 were received and filed. It was moved by Gemmill and seconded by Leonard to direct the City Attorney to prepare instructions to the City Manager for the best proper method of the removal of structures declared unsafe.
