The City Council of the City of Seal Beach met in regular session at 8:00 P.M. with Mayor Pro-tem Gibbs presiding. The meeting . was called to order with the Pledge of Allegiance. The invocation was given by Rev. Carl W. Schmitt, Methodist Church. Present: Mayor Pro-tem Gibbs 90uncilmen: Anderson. Leonard ," " Nescher. Gemmill Absent: . . It was moved by Anderson a nd seconded by Leonard that the minUtes of January 7th and lOth 1963 be approved as presented. AYES: ABSENT: Anderson, Leonard, Gibbs . Nescher. Gemmill Motion carried. Payroll demands No. 7456 to 7519 inclusive and regular . ' demands No. 2565 to 2621 inclusive. totaling $28.093.58 as approved . by the Finance Committee were presented. It was moved by Leonard and seconded by Anderson that the demands be allowed and warrants . drawn on the Treasury for the same. AYES :: ABSENT: Anderson. Leonard. Gibbs Nescher. Gemmill . Motion carried. Copy of an application of Grace and Joseph Crafts for an off-sale general liquor license in Leisure World was received and filed. LiquOI LicenE Mr. Nescher arrived at 8:10 P.M. Mr. Brackenbury. American Legion Commander requested that Ordinances N~. 619 and 620 be repealed as the restrictions are too Ame] Lep;j severe. Mayor Gemmill arrived at 8:zo P.M. and took the chair. Mr. Nescher suggested that the Legion and City Manager get together to make a further study of the restrictions and report back to the Council. The Mayor appointe~ himself and Mr. Anderson and the City Manager to discuss the matter with Legion representatives. Amer Lep;il . It was moved by Gibbs and seconded by Anderson to waiv~the second reading of Ordinance No. 618. that it be Orl 611 " deemed as having had it's second reading and be passed for adoption. Pier aty It was moved by Anderson and seconded by Gemmill that a public hearing be set for the next meeting to present a propose~ Ordinance No. 621 (Parking Spaces - amending Ordinance No. 406). AYES: NOES: Anderson. Gibbs. Gemmill Nescher, Leonard Motion carried. Annual report of the Police Department were discussed and referred to the City Manager. Reports of the Water Department. City Accountant and City Treasurer for the month of December 1962 were received and filed. Mrs. Gibbs waS excused at 9:05 P.M. I City Treasurer Scott requested permission to invest certain funds in Treasury Notes. It was moved by Anderson and seconded by Leonard that the City Treasurer and City Manager be permitted to make investments best fitted for the purpose. AYES: ABSENT: Nescher, Anderson. Leonard, Gemmill Gibbs Motion carried. Mr. Leonard stated that the United California Bank in Leisure World had requested the deposit of funds in their bank. The City Treasurer and City Manager were requested to make a study and analysis of procedures in other cities. Signalization of Westminster Boulevard and Bolsa Chica Road was discussed. It was moved by Leonard and seconded by Anderson that the matter be referred to the City Manager to work out the project with the City of Westminster on a fifty-fifty basis. It was moved by Leonard and seconded by Anderson to accept the proposals of Dobbie and Henrichsen. subject to the presentation of an acceptavle lease for approval by the City Council. AYES :- ABSENT: Nescher. Anderson. Leonard. Gemmill Gibbs. I Motion carried. The Mayor declared a recess at 10:10 P.M. . The meeting reconvened at 10:25 P.M. The City Attorney and City Manager report of the status of City Charter was generally discussed. Action deferred to a later Jhurter. date. It was moved by Nescher and, seconded by Gemmill that the portion from Bay to Balboa be considered for the 1963-64 budget at $41,700 for curbs. gutters and storm drain and refer the project to the City Manager to advise the State Highway Department. It was moved by Anderson and seconded by Leonard to instruct Draj the City Attorney to prepare a resolution to the Board of Supervisors for Flood Control District funds for the drainage project. !&!.. It was moved by Leonard and seconded by Anderson to approve the black-topping of some 3000 square feet on the east side of Bay Boulevard between Coast Highway and Marlin Avenue. AYES: Nescher. The meeting.was called to order with the Pledge of Allegiance. Present: Mayor Pro-tem Leonard Councilmen: Gibbs, Anderson. Nescher Absent: Mayor Gemmill Letter from the Planning Commission requesting that an urgency measure be passed to rezone all property'facing on Pacific Coast Highway, from C-2 to C-l was discussed. Ordinance No. 621 (Temporary Interim Urgency - Amending Ordinance No. 406.- Rezoning) was presented in full by the City Attorney. It was moved by.Anderson and seconded by-Gibbs to adopt Ordinance No. 621. I AYES: NOES: ABS~T: Gibbs. Anderson. Nescher. Leonard None Gemmill Motion carried. Mrs. Gibbs was excused at 8:15 P.M. The proposed City Charter was discussed with the Council. City Manager and City Attorney. all expressing their views. The Master Plan of City Development as it concerns the establishment of councilmanic districts was also discussed. It was moved by Anderson and seconded by Nescher that the City Attorney be instructed to prepare a proposed charter that would follow general law cities with the exception of the establishment of five councilmanic districts.
