California February 4. 1963 The City Council of the City of Seal Beach met in regular session at 8:00 P.M. with Mayor Gemmill presiding. The meeting was called to order with the Pledge of Allegiance. Present: Mayor Gemmill Councilmen: Nescher. Anderson. Leonard Absent: "" Gibbs . The Mayor reported that Mrs. Gibbs absence was beCause of a quite serious illness: The Mayor announced that this was the time and place for a public hearing on a proposed ordinance amendment in regard to Ord. "one-for-one" parking spaces. The question of legal advertising for 406 the hearing was discussed. It was moved by Gemmill ana seconded by Amendl Anderson that the Council finds the hearing to be invalid as the legal notice had not been properly published. AYES:: ABSENT: Nescher, Anderson. Leonard. Gemmill Gibbs Motion carried. It was moved by Anderson and seconded by Nescher to refer the subject matter and" City Managers report back to the Planning Commission for furth?r study and report. AYES: ABSENT: Nescher. Anderson. Leonard. Gemmill Gibbs Motion carried. It was moved by Anderson and seconded by Gemmill to approve the minutes of January 21st and 28th 1963 as presented. AYES: ABSENT: Nescher, Anderson. Leonard. Gemmill Gibbs Motion carried. Demands No. 2622 ($148.799.63 - Treasury Bonds) regular demands No. 2623 to 2681 inclusive. and payroll demands No. 7520 to 7587 inclusive for a total of $200.159.94 were presented. It was 3ids moved by Nescher and seconded by Leonard to advertise for bids for Jity Yard the construction of an all purpose building at the city yard at an 130 Police Chiel: Ord. 601 Calif. Gas Reso. 1210 Ord. 619 City ~p;r . 31dp;. , moved by Leonard and seconded by Nescher that the demands be allowed and warrants drawn on the Treasury for the same. AYES: ABSENT: Nescher. Anderson. Leonard, Gemmill Gibbs Motion carried. Mayor Gemmill introduced Mr. Wendall "Bill" Snyder. the newly appointed P~lic~ Chief. It was moved by Nescher and seconded by Anderson that the Council finds that an application was not granted.to California I .. .... . Transmission Company for a pipeline and that Ordinance No. 601 is .... now null and void. AYES: ABSENT: . Nescher. Anderson. Leonard. GemmiI1 Gibbs Motion carried. Resolution No. 1210 (Appointing Police Chief) was presented by the City Clerk. It was moved by Leonard and seconded by Gemmill to adopt Resolution No. 1210. . AYES: ABSENT: Nescher. Anderson, Leonard. Gemmill Gibbs Motion carried. Proposed changes in Ordinance No. 619 (Dance Hall) as !requested by the American Legion were discussed. Mayor Gemmill reported meeting with representatives of the Legion. regarding these . I changes. Mr. Jones. attorney for the Legion. also entered into the discussion. The City Attorney was instructed to prepare amendments to Ordinance No. 619 for an adjourned meeting. The matter was then tabled for the present. It was moved by Gemmill and seconded by Nescher to grant the request of the City Manager to attend the City Managers meeting of the League of Cities in Monterey, February 13th through February 15th. 1963 with proper expenditures allowed. AYES: ABSENT: Nescher, Anderson. Leonard. Gemmill Gibbs Motion Carried. Upon the recommendation of the City Engineer. it was estimated cost of approximately $14.000.00 I AYES: ABSENT: Nescher. Anderson. Leonard. Gemmill Gibbs Motion carried. The Mayor declared a recess at 9:35 P.M. The meeting reconvened at 9:45 P.M. Mr. Jones. representing the American Legion. stated that they were in accord with the suggested changes to Ordinance No. 619. California February 7. 1963 The City Council of the City of Seal Beach met in regular adjourned aession at 7:55 P.M. with Mayor Gemmill presiding. The meeting was called to order with the Pledge of Allegiance. Present: Mayor Gemmill Councilmen: Nescher. Anderson. Leonard Absent: " II Gibbs Mr. Brackenbury addressed the Council in regard to the position of the American Legion as it concerns Ordinance No. 619 (Dance Ha~ls) and proposed amendments. The Council, City Attorney and City Manager expressed their willingness to-cooperate with the Legion. " Ordinance No. 622 (Dance Halls-Amending Ord. No. 619- Urgency) was presented in full by the City Attorney and City Mana- Amer Led' Ord. 622 , ' ger. It was moved by Anderson and seconded by Nescher to adopt Ordinance No. 622 as an emergency ordinance. AYES:' ABSENT: Nescher. Anderson, Leonard. Gemmill Gibbs Motion carried. Resolution No. 1211 (Flood Control District Funds -Drainage) Reso was presented by the City Attorney.
