The City Council of the City of Seal Beach met in regular
session at 8:00 P.M. with Mayor Gemmill presiding. The meeting was
called to order with the Pledge of Allegiance.
The invocation was given by Rev. ~. uohn Gillis. First
Brethren Church.

It was moved by Leonard and seconded by Gemmill to refer
the bids to the City Engineer and Director of Public Works for
analysis and report at an adjourned Meeting.

$25.068.67 were presented as approved by the Pinance Committee. It

allowed and warrants drawn on the Treasury for the same.

Letter from the American Legion announcing teen-age dances
at their Community Center. February 15th and 16th was received and
filed.
Letter from Mrs. Zemnick commending the life guards was
received and filed.
Letter from R. B. Morgan regarding a Youth Recreation Center
on Main Street was referred to the City Attonney for license classi-
fication.

Mr. Harry Mills, 219 Central. stated that the alley in,h1s
area was badly in need of repair. The City Manager stated that he
was 8ware of the condition and it would be remedied.
It was moved by Leonard and seconded by Nescher that the
Director of Public Works survey all alleys in the City for improve-
ment where needed.

Mr. Whitson. 221 Central complained of the noise and late
hour parties in the motel in the 200 block on Marina Drive. Re-
ferred to the City Manager.
It was moved by Leonard and seconded by 'Anderson that the
reports of the Accounting. Water. Building. License. Police and
City Treasurer's Departments for the month of January. 1963 be
received and filed.

In regard to a letter from the Seal Beach News about
legal advertising. the City Attorney requested that any action
be\withheld until certain records are received from the County
Clerk.
Letter from the Planning Commission recommending the em-
ployment of Design Associates Inc. to prepare and complete a gener~l
plan for the City was discussed. It was moved by Leonard and
seconded by Gemmill to employ Design Associates I~c.. subject to
their proposal and Federal 701 Planning Assistance Program.
