,The City Council of the City of Seal Beach met in regular
s~ssion at 8:00 P.M. with Mayor Gemmill preSiding. The meeting was
called to order with the Pledge of Allegiance.

It was moved by Gemmill and seconded by Nescher that Mr.
Leonard be excused because of illness.

the minutes of February 18th and 25th 1963 as presented.

Payroll demands No. 7657 to 7728 inclusive and regular
demands No. 2747 to 2805 inclusive . for a total of $36,160.63,
as approved by the Finance Committee were presented. It was moved
by Anderson and seconded by Nescher that the demands be allowed and
warrants drawn on the Treasury for the same.

The City Manager outlined an off-street parking project for
the City in detail. A general discussion followed. It was moved by
Nescher and seconded by Anderson to approve the project in prin-
ciple and to instruct the City Manager to continue with the project.

approve the recommendation of the Planning Commission to grant
Rossmoor Corporation a conditional use permit for a heliport.

City Attorney and City Manager be instructed to prepare an ordinance
to control surfers on a yearly basis by hours for all the beach.

Communications meeting would be held in Long Beach.
The City Manager reported receipt of a letter from the
Division of Highways stateing they would try to speed up the sig-
nalization and turn-pocket project on Coast Highway.
It was moved by Nescher and seconded by Anderson to adjourn.
