California March 4. 1963 ,The City Council of the City of Seal Beach met in regular s~ssion at 8:00 P.M. with Mayor Gemmill preSiding. The meeting was called to order with the Pledge of Allegiance. Present: Mayor Gemmill Councilmen: Nescher. Anderson Absent: " Gibbs. Leonard " It was moved by Gemmill and seconded by Nescher that Mr. Leonard be excused because of illness. AYES :- ABSENT: Nescher. Anderson. Gemmill Gi bbs. Leonard Motion carried. Mrs. Gibbs had previously been excused until April 1st. because of illness. It was moved by Anderson end seconded by Nescher to adopt the minutes of February 18th and 25th 1963 as presented. AYES :- ABSENT: Nescher. Anderson. Gemmill Gibbs. Leonard Motion carried. Payroll demands No. 7657 to 7728 inclusive and regular demands No. 2747 to 2805 inclusive . for a total of $36,160.63, as approved by the Finance Committee were presented. It was moved by Anderson and seconded by Nescher that the demands be allowed and warrants drawn on the Treasury for the same. AYES :. ABSENT: Nescher. Anderson. Upon the recommendation of the City Attorney, it was moved by Anderson and seconded by Gemmill that the claim for damages of Joan Bradley be denied and the City Clerk to so advise. It was moved by Nescher and seconded by Anderson to approve the project in prin- ciple and to instruct the City Manager to continue with the project. AYES :- ABSENT: Nescher. It was moved by Nescher and seconded by Anderson to approve the recommendation of the Planning Commission to grant Rossmoor Corporation a conditional use permit for a heliport. subject to a two year limitation. The City Manager reported receipt of a letter from the Division of Highways stateing they would try to speed up the sig- nalization and turn-pocket project on Coast Highway.
