City Attorney and City Manager be instructed to prepare an ordinance
to control surfers on a yearly basis by hours for all the beach.
After some discussion Mr. Nescherwithdrew his motion. The City

The Mayor announced a Civil Defense DiSaster and Police
Communications meeting would be held in Long Beach.
The City Manager reported receipt of a letter from the
Division of Highways stateing they would try to speed up the sig-
nalization and turn-pocket project on Coast Highway.
It was moved by Nescher and seconded by Anderson to adjourn.

The minutes show that Mrs. Gibbs had previously been
excused because of illness.
At the request of the City Engineer. opening of bids for
the water resevoir vas deferred to April 1st.
It was moved by Anderson and seconded by Nescher to approve
the minutes of March 4, 1963 as presented.

Mr. Stratford outlined the p'Dposed side walk repair pro-
gram under State law. A general discussion was held with members
of the audience and City Council taking part. It was moved by Gemmill
and seconded by Leonard that Mr. Stratford be instructed and diredted
to delay the side walk project on Seal Way and to so advise the prop-
erty until further notice and to instruct the City EnBineer to com-
plete a survey and come back with s recommended program. The City
Manager to advise of program.
