The meeting was called to order with the Pledge of Allegiance. Present: Mayor Gemmill Councilmen: Nescher. Leonard Absent: "" Anderson. Gibbs The Mayor announced that the reason for the adjourned meet- ing was to discuss a proposed surfing ordinance. Mr. Anderson arrived at 7:40 p.m. Ordinance No. 624 (Surfing - Urgency - Amending Ordinance Ord. No. 561. Chapter 4. Article 1. Sec. 4-5) was presented in full by the ,:t, ~ City Attorney. ~t was moved by Anderson and seconded by Leonard to adopt Ordinance No. 624. AYES: ABSENT: Nescher. Anderson. Leonard. Gemmill Gibbs Motion carried. Several alternate regulations and restrictions were dis- cussed with council members. the City Manager and members of the audience taking part. Resolution No. 1221 (Surfing - Establishing hours and locations) was presented by the City Manager. It was moved by Anderson and seconded by Nescher to adopt Resolution No. 1221. specifically restricting surfing to an area east of Second Street only, with the surfing hours being 7:00 a.m. to sundown. It was moved by Leonard and seconded by Anderson to authorize the Mayor to execute an Tele agreement wi th t he General Telephone phon Company for the installation of a public telephone booth at First and Ocean Avenue. I me , The Mayor announced that this was the time and place for a public hearing on a proposed ordinance for one-for-one parking. There were no written protests. Mr. Ralph Williams and Mrs. Chilvers ~or . spoke against the ordinance and Mr. Berry and Mr. Boyle spoke in behalf of the ordinance.
