California Apr;ll 1, 1963 The City Council of the City of Seal Beach met in re~lar session at 8:00 p.m. with Mayor Gemmill presiding. The meeting was called to order with the Pledge of Allegiance. . Present: Mayor Gemmill Councilmen: Nescher. Anderson. Leonard , Absent: " " Gibbs It was moved by Leonard and seconded by Nescher that Mrs. Gibb!l be excused because of illness. AYES: ABSENT: Nescher. Anderson. Leonard. Gemmill Gibbs Motion carried. I me , The Mayor announced that this was the time and place for a public hearing on a proposed ordinance for one-for-one parking. There were no written protests. Mr. Ralph Williams and Mrs. Chilvers ~or . spoke against the ordinance and Mr. Berry and Mr. Boyle spoke in behalf of the ordinance. Mr. Bettencourt and several others spoke in behalf of II reopening the beach to surfing. Mr. Chilvers specifically re- quested opening the area from Eighth Street to the pier from 7:,00 to 10 a.m. After further discussion the matter was tabled until notice. to permit several groups to meet with the Council to dis- cuss the problems involved. Payroll demands No, 7800 to 7872 inclusive and regular demands No. 2854 to 2919 inclusive, totaling $33,566.25 as approved . by the Finance Committee were presented. It was moved by Nescher and seconded by Leonard that the demands be allowed and warrants drawn on the Treasury for the same. AYES:- ABSENT: . Nescher, Anderson, Leonard. Planned improvemen~ of Seal Way sidewalks was outlined in detail by the City Engineer. After a lengthy discussion with menbers of the audience and Council members and the City Manager taking part. i~ was declared that further action was now up to the property owners. The Mayor declared a ten minute recess. The meeting reconvened at 10:23 p.m. It was moved by Leonard and seconded by Anderson to authorize the City Engineer to draw plans and specifications for water line from Springdale to Bolsa reservoir site. I AYES: ABSENT: Nescher. Anderson. Leonard. Gemmill Gibbs Motion carried. It was moved by Gemmill and seconded by Nescher that Councilmen Anderson and Leonard be authorized to attend the National Rivers and Harbors Congress Convention. Washington D.C.. June 4th to 7th 1963. with appropriate expenses allowed. I AYES: ABSENT :: Nescher, Anderson. Leonard. Gemmill Gibbs Motion carried. Report on off-street parking - revised, by the City Mana- ger and Council Committee ( a copy of which is on file in the City Clerk's office) was presented and discussed at length. Further action postponed for additional information. Receipt of a petition and protest against parking meters on Main Street, signed by fifty merchants was acknowledged. It was moved by Anderson and seconded by Gemmill to instruct the City Attorney to prepare necessary ordinance for sale of water bonds. I AYES: ABSENT ~ Nescher. Anderson. Leonard. Gemmill Gibbs Motion carried. The proposed City Charter with suggestions and revisions was discussed at length. It was moved by Gemmill and seconded by Leonard that the City remove trees at it's expense where trees are definately damag- ing streets and sidewalks. Bids as submitted for the water reservoir were reviewed II and discussed with the City Engineer. Councilman Anderson and City Manager Williams arrived at 8 :10 p.m. Water It was moved by Anderson and se~onded by Gemmill to award the bid for the water reservoir to Consolidated Western ,Steel Corp.. at $105.620.00 and that the finding of the City Engineer be accepted and adopted as the findings of the City Council. That the City Council finds that Consolidated Western Steel Corp.. is the low ~
