California April 8. 1963 The City Council of the City of Seal Beach met in regular adjourned session at 8:00 p.m., with Mayor Gemmill presiding. The meeting was called to orde~ with th~ Pledge of Allegiance. Present: Mayor Gemmill Councilmen: Nescher. Leonard Absent: " "Anderson. Gibbs It was moved by Nescher and seconded by Leonard that Councilmen Anderson and Gibbs be excused. AYES: ABSENT: Nescher. Leonard. Gemmill Anderson. Gibbs Motion carried. Bids as submitted for the water reservoir were reviewed II and discussed with the City Engineer. Councilman Anderson and City Manager Williams arrived at 8 :10 p.m. Water It was moved by Anderson and se~onded by Gemmill to award the bid for the water reservoir to Consolidated Western ,Steel Corp.. at $105.620.00 and that the finding of the City Engineer be accepted and adopted as the findings of the City Council. That the City Council finds that Consolidated Western Steel Corp.. is the low ~ 148 Ord. 625 Reso.. 1222 responsible bidder. and that the contract be a warded and all other bids rejected. It was. moved by Leonard to waive the second readtng of Ordinance No. 625. that it be deemed as having had it's second reading and be passed for final adoption. I AYES: ABSENT: Ne~cher. Anderson. It was moved by Anderson and seconded by Nescher to adopt Resolution No. 1222. AYES: ABSENT: Nescher. Anderson. Leonard. Gemmill Gibbs Motion carried. Surfing regulations were discussed and tabled until after Surf! nil; ,the Council meets with certain surfing groups. The City Manager reported on his and Mr. Anderson's trip AB 1151 Pier to Sacramento in support of Assembly Bill 1151. I The pier lease proposed contract was discussed and the matter referred back to the City Attorney and City Manager. It was moved by Leonard and seconded by Nescher that Og. Co. Mayor Gemmill be appointed to represent the City on the Orange Santo lch. ~ No. 3 Board. Nescher. Anderson. Leonard. Gemmill Gibbs Motion carried. Mayor Gemmill appointed Al Leonard to serve as alternate on the Orange County San~tation District No. 3 Board. It was moved by Gemmill and seconded by Leonard that the City Manag~r be instructed to draw up specifications for a vehicle for use of the life guards on the beach. AYES:- ABSENT: I Nescher. Anderson. ~eonard. Gemmill Gibbs Motion carried. A proposed beautification and tree planting progr.am on the beach was discussed and referred to the City Manager for cost estimates. The meeting was called to order with the Pledge of Allegiance. Rev. E. John Gillis. First Brethren Church gave the invocation. Present: Mayor Gemmill Councilmen: Nescher. Anderson. Leonard Absent: II Gibbs II It was moved by Leonard and seconded by !nderson that Mrs. Gibbs be excused because of' illness. AYES: ABSTAIN: ABSENT: Anderson. Leonard. Gemmill Nescher Gibbs Motion carried. It was moved by Anderson and seconded by Leonard that the minutes of April 1st and 8th L963 be approved as presented. AYES: ABSENT: Nescher. Anderson. Payroll demands No. 7873 to 7951 inclusive ,and regular demands No. 2920 to 2983 inclusive for a total of $56,157.46 as approved b~ the Finance Committee were presented.
