Ci ty Clerk Seal Beach, California April 15, 1963 The City Council of the City of Seal Beach met in regular session at 8:00 p.m. with Mayor Gemmill presiding. The meeting was called to order with the Pledge of Allegiance. Rev. E. John Gillis. First Brethren Church gave the invocation. Present: Mayor Gemmill Councilmen: Nescher. Anderson. Leonard Absent: II Gibbs II It was moved by Leonard and seconded by !nderson that Mrs. Gibbs be excused because of' illness. AYES: ABSTAIN: ABSENT: Anderson. Leonard. Gemmill Nescher Gibbs Motion carried. It was moved by Anderson and seconded by Leonard that the minutes of April 1st and 8th L963 be approved as presented. AYES: ABSENT: Nescher. Anderson. Payroll demands No. 7873 to 7951 inclusive ,and regular demands No. 2920 to 2983 inclusive for a total of $56,157.46 as approved b~ the Finance Committee were presented. I Mr. Peck. representing David Wiese Co.. Auctioneers. requested a one day license to conduct an auction. April 21. 1963 in the American Legion Community Center. A discussion of fees followed. It was moved by Anderson and seconded by Leonard to waive the regular fee as provided by the license ordinance and to set a fee of $50.00 per day. AYES: NOES: ABSENT: Anderson. Leonard Nescher. Gemmill Gibbs Motion lost. The City Attorney was instructed to prepare an amendment to the license ordinance to permit such one day auctions. Resolution No. 1223 (State Urban Pianning Assistance) was I , , presented by title by the City Clerk. It was moved by Leonard and seconded by Anderson to waive the reading of Resolution No. 1223 and that it be adopted. AYES:' NOES: ABSENT: Anderson. Leonard, Gemmill Nescher Gibbs Motion carried. Reports of the City Officers for the month of March 1963 semi were received and filed and the 9~-monthly report of expenditures be continued. Letter from the United States Surfing Association. After some discussion it was moved by Gemmill and seconded by Anderson that the City Manager and City Attorney draw up a surfing license program for study by the City Council.
