The meeting was called to order with the Pledge of Allegiance. Present: Mayor Gemmill Councilmen: Nescher, Anderson. Leonard A>.bsent: .. II Gibbs Mayor Gemmill read a letter of resignation from Mrs. Norma B. Gibbs from the City Council because of continued illness. It Was moved by Nescher and seconded by Anderson to accept the resignation of Mrs. Gibbs with sincere regrets. GibbE AYES: NOES: Nescher, Anderson. Leonard~ Gemmill None Motion carried. Clyde Rife requested restricted parking and speed control in alleys in her area. The Mayor stated_ the problem would be ~. taken up later in the meeting L petition protesting the licensing of surfboards was pre- sented. Seal Way Improvement Plans #1 and #2 were referred to the City Engineer for sufficiency and report at the May 27th meeting. Upon the recommendation of the City Engineer, it was moved by Leonard and seconded by Nescher to award the bid to the Ansco ConstI'Uction Company for the Marina Alley Paving Project at $3838.45 a~ the best responsible bidder and that all other bids be reJected. It was moved by Anderson and seconded by Leonard to waive the second reading of Ordinance No. 626. that it be deemed as having had its second reading and be passed for adoption. AYES: NOES: Nescher, Anderson, Leonard, Gemmill None I Motion carried. A proposed ordinance licensing surfboards was presented for discussion. It was moved by Leonard to abolish surfing in the city until such a time as the oitizens approve it by ballot. Motion lost for want of . second. ' Letters from the City Manager and Life Guard Captain were read. The pDoposed ordinance was discussed at length and referred back to the. City Manager and City Attorney. , Action on a proposed ordinance restricting parking in certain areas was deferred until the first meeting in June. Ordinance No. 627 (Fireworks - amending) was presented by title by the City Attorney. It was moved, by Leonard and seoonded by Gemmill to waive the first reading of Ordinance No. 627. that it be deemed as having had its ftrst reading and be passed to the second reading. After some discussion it was moved by Anderson and seconded by Nescher to approve the proposed pier lease for a 25 year period, subject to.an extension of four years to our present per.Mit by the State and as further amended.
