Seal Beach, California June 3, 1963 The City Council of the Cit~ of Seal Beach met in regular session at 8:00 p.m. with Mayor Gemmill presiding. The meeting was called to order with the Pledge of Allegiance. Present: Mayor Gemmill Councilmen: Neacher, Leonard Absent: " " Anderson The Mayor stated that Mr. Anderson was in Washington D.C. . representing the City on the Rivers and Harbors Committee. It was moved by Leonard and seconded by Nescher that Mr. Andersons' absence be excused. AYES: ABSENT: Nesoher, Leonard, Gemmill Anderson Motion carried. . .It was moved by Nescher and seconded by Leonard to approve , ' the minutes of May 20th and 27th 1963 as presented. The Mayor introduced Mr. David Baker, Supervisor, Orange I county. It was moved by Gemmill and seconded by Leonard to refer proposed Ordinance No. 628 back to the Planning Commission as it concerns ~ec. 400 (S) and (12) and Sec. 1710 (6). Orange'County Supervisor Baker urged the defeat of Senate Bill 1310 (Welfare) as it conflicts with county interests. , . Mr. Baker offered his services to the City in regard to future State Freeway programs. Mr. ~ak8r stated that legislative zoning control near highways as qpposed to local control was not in the best interest of cities and cou~~ies'~nd that a meet~ng ~o~ld be held in Washington D.C. June 11, 1963~to'discuss the matter. It was moved by Nescher and seconded by Leonard to approve the Mayor~s attendance at the above meeting.
