The City Council of the City of Seal Beach met in regular adjourned session at 8:00 p.m. with Mayor Gemmill presiding. The meeting was called to order with the Pledge of Allegiance. Present: Mayor Gemmill Councilmen: Nescher, Anderson. Leonard. Griswold Absent: " I " None The City Manager reported his investigation of the object- ors to the sidewalk improvement program; (1) Schurch. $81.00, .(2) Thompson. $395.40 and (3) Sampson, $1925. It was. moved by GrLswold and seconded by Nescher to mod1fy the Supt. of Streets report in the three instances noted as revised. AYES: NOES: Nescher, Anderson. Leonard. Griswold. Gemmill None Motion carried. The Mayo~ declared the hearing closed. Resolution No. 1240 (Sidewalk Improvements) was presented by the City Manager. It was moved by Nescher and seconded by Leonard to adopt Resolution No. 1240. AYES: Nescher. Leonard. Griswold, Gemmill ABSTAIN: Anderson I Motion carried. Resolution No. 1241 (Lifeguards - County Mutual Aid) was ~ presented by the City Manager. It was moved by Anderson and seconded by Leonard to adopt Resolution No. 1241. AYES: NOES: Nescher. Anderson, Leonard. Griswold. Gemmill None Motion clllI'ried. Resolution No. 1242 (July 4th - Bells) was presented by the. Mayor. It was moved by Griswold and seconded by Leonard to adopt Reso. It was moved by Leonard and secon~ed by Nescher to instruct the City Attorney to withhold further action on an ordinance regard- ing garbage and trash containers in parkways. I AYES:' NOES: Nescher. Copy of a supplimental application for a beer on-sale license for David Stangeland at 1499 Seal Way was discussed. It was moved by-Gemmill and seconded by Griswold that the City Manager be instructed to file an objection as on the grounds of the previous application. AYES: Anderson, Leonard, Griswold. It was moved by Griswold and seconded by Nescher that Mr. Rudy Avila of 412 Opal Cove Way. be appointed to the Planning Comm- ission to fill out the unexpired term of Robert Griswold. who resigned to accept the council~anic post. Leonard, Griswold. Gemmill None Motion carried. Mrs. Jane Burcher requested the use of crossing guards at Bay and Coast Highway for the school summer sessions. Referred to Pol1c the City Manager. Dept. .. Mr. Yasius requested releif from the parking of Cars in the Par~ 10th street and Ocean Avenue area. The matter generally was discussed ~ at length. It was moved by ,Leonard and seconded by Anderson that the City Manager's report on restricted parking be taken off the table and be reconsidered. AYES: NOES: Nescher, Anderson. L~ts City Att1y Charter City Mrs. Jean Shaffer stated that the summer school recreation program at the McGaugh School calls for a need for crossing guards. The Mayor urged those wishing to attend the California League of Cities Convention in San Francisco in October to make immediate reservations. It.was moved by Nescher and seconded by Griswold to autho- rize the" City Manager to advertise for bids for parking gates at the First Street and Tenth Street parking lots.
