California August 5, 1963 The City Council of t~e City of Seal Beach met in regular session at ~:OO p.m. with Mayor Gemmill presiding. The meeting was called to order with the Pledge of Allegia~ce. Present: Mayor qemmill Councilmen: Leonard. Griswold Ab~ent: " " Nescher. Anderson It was moved by Griswold and seconded by Leonard to approve the minutes.of July 15th. 16th and 22nd. 1963, as presented. I AYES: ABSENT: Leonard. Griswold. Gemmill Nescher. Anderson Motion carried. Payroll demands (July 1963) No. 101 to 390 inClusive. $38,435.15 and regular demands No. 3378 to 3460 inclusive, $11,979.85 for a total of $50,4~5.00 as approved by the ~iqance Committee were presented. It was moved by Leonard and seconded by Griswold that the demands be ~llowed and warrants drawn on the Treasury for the same. AYES: ABSENT: Leonard, GrisWOld, Gemmill Nescher. Anderson Motion carried. A petition requesting a stop sign at 4th and Ceqtral was ~eceived and riled. The City Manager reported that the stop sign had been installed. I Letter from Dr. Kunkle requesting a type of snow fence be installed between First and Second Streets on Ocean Avenue on vacant property. to catch debris blown.up from the beach, was received and filed. The City Manager stated that such a fence would be tried out. Miss Shuman of 204 Ocean Avenue made a simil~r ,complaint of debris. R~ndy Shine. 213 3rd Street requested a change in Ordinance No. 385 (Curfew). The Mayor stated that a uniform curfew ordinance for all of 'Orange County was under study. Reso. No. 1255 (Population Estimate) was presented by the City Manager. It,was moved by Griswold and seconded by Leonard to adopt Resolution No. 1255. I AYES: ABSENT: Leonard, GriSWOld. Gemmill Nescher. Anderson Motion carried. This being the time and place for a public hearing on weed abatement. there being no protests either written or oral. it was moved by Gemmill and seconded by Leonard that the hearing be closed. It was movea by Leonard and seconded by Griswold to adopt Resolution ~o. 1256. It ,was moved by Leonard and seconded by Gemmill that Mr. Griswold be appointed to the Northeasterly Coastal Project Coordina- ting Committee. Re&o 1256 AYES: ABSENT: Leonard. Upon the recommendation of the City Manager and Director of Public Works. it was moved by Leonard and seconded by Griswold to employ Engineering Science Incorp'orated to make a study of the ..' existing sewage plant capacity.
