Resolution No. 1256 (Weed Abatement) was presented by
the City Manager. It was movea by Leonard and seconded by Griswold
to adopt Resolution ~o. 1256.
It ,was moved by Leonard and seconded by Gemmill that Mr.
Griswold be appointed to the Northeasterly Coastal Project Coordina-
ting Committee.

The City Council of the City of Seal Beach met in regular
session at 8:00 p!m. with Mayor Pro-tem Leonard presiding. The
meeting was called to.order with the Pledge of Allegianoe.

It was moved by Anderson and seconded by Nescher to approve

The hearing on the appeal of the Biyu license suspension
was delayed until 8:30 for lack of the. presence of the parties
involved. The Council acknowledged the presence of the court reporter
from Pina and Manning.

Mrs. yiola Mendoza. 126 Main Street. as chairman of the
Artist's Coop Group. offered to repaint the Sun Room. if the City
would furnish the paint. The Council accepted the offer and re-
ferred it to the City Manager.
Mr. Sullivan. Attorney representing Mr. and Mrs. Neel in
the Biyu license suspension hearing. addressed the Council on behalf
of his clients, contending that the findings of the City Manager
are without basis of fact.
The City Attorney recommended that Mr. Sullivan present his
side of the case in regards to his finding of facts.
A general discussion of procedures followed.
The City Manager answered all the charges.

The meeting reconvened at 9:15 p.m.
It was moved by Nescher and seconded by Anderson to hear
the arguments of Mr. Sullivan.

Mr. William's letter of suspension of August 8. 1963 was
presented to the court reporter for his record.
Mr. Sullivan presented his arguments in behalf of his clients.
Mr. Griswold disqualified himself from making a decision in
the matter as he had given testimony in the earlier hearing.
Mr. Sullivan continued his arguments.
The City Attorney outlined the City Manager's position in
the matter and the findings of specific charges.
The City Manager presented his arguments in suspending the
license.
Mr. Sullivaa presented his rebuttal.
The Mayor Pro-tem declared a five minute recess.
The meeting reconvened at 10:35 p.m.

The City Attorney outlined the position of the City Council
could take in tha matter. .
It was moved by Anderson and seconded by Nescher that the
City Managers decision be upheld at a thirty day suspension and that
the appeal be denied.

1963 were received and filed.
The City Manager reported that the failure of the Seal Beach
Post and Wave to properly publish the legal notices advertising for
bids had disqualified bid openings on the signalization of Bay Blvd.

The City Manager presented a petition requesting one hour
parking for 8th and lOth Streets from Ocean Avenue and Ocean Avenue
from 8th to 11th Streets with ~arking permits for residents of the
area. It was moved by Nescher and seconded by Anderson thaj one
