The City Attorney reported to the-Council regarding ta communication from the Laague of California Cities regarding the proposed city charter. The League had made"several suggestions. primarily based on their -knowledge of "'recent legislative changes. that would have an impact on the charter. The various changes were discussed with the City Council; the City Attorney was instructed to bning in those changes that are necessary to comply with new~l~~ie- lation. I The City Attorney also reported that. with the Council's approval. he would utilize the service of an expert in charter draft- ing with the total fee for legal services regarding not to exceed $2000.00. The City Manager annouhc~d that the Alcoholic Beverage Control Board has scheduled a hearing on the application of David I J. Stangeland for an on-sale beer license at"Dave's Hamburgers" located at 1499 Seal Way. Seal Beach. The hearing is set for November 5, 1963. at 10:00 a.m. in the Council Chambers. City Hall. Mr. Jemes Scully. 1015 Coastline Drive, Seal Beach, addressed the City Cpuncil requesting action be taken in leveling curbs on the east side of Main Street at Central Avenue to ease travel for baby puggies and wheel chairs. The matter was referred to the City Mana- ger and the Director of Public Works for report to the Council in I two weeks. California September 16. 1963 The City Council of the City of Seal Beach met in regular session at 8:00 p.m. with Mayor Gemmill presiding. Griswold Absent: " " Nescher I The Mayor announced that this was the time and place for a public hearing on Parking District.No. 1. The City Attorney outlined procedures for the hearing. 1. A written protest from Mr. and Mrs. Jouppi. owners of Lot 20. Block 9 was presented. based on the start of construction on thier lot. 2. A letter of protest from Charles W. Davis. a non-property owner in the districti was received and filed. 3. Mrs. Mendoza. a property owner was sworn in and asked why it was necessary to,use two lots on Main Street. 4. 5~:. Mr. Duff. a non property owner asked about the location of the lots ,Mrs. Wagner inquired about the vacant lots. 6. Dr. Crocker asked if Mr. Jouppi was aware of the project. 7. Mr. Jim B.nt~on. a non property owner presented a petition of fifteen business people protesting the parking meters and was sworn in
