California September 16. 1963 The City Council of the City of Seal Beach met in regular session at 8:00 p.m. with Mayor Gemmill presiding. The meeting was called to order with the Pledge of Allegiance. Present: M~yor Gemmill Councilmen: Anderson. Leonard. Griswold Absent: " " Nescher I The Mayor announced that this was the time and place for a public hearing on Parking District.No. 1. The City Attorney outlined procedures for the hearing. 1. A written protest from Mr. and Mrs. Jouppi. owners of Lot 20. Block 9 was presented. based on the start of construction on thier lot. 2. A letter of protest from Charles W. Davis. a non-property owner in the districti was received and filed. 3. Mrs. Mendoza. a property owner was sworn in and asked why it was necessary to,use two lots on Main Street. 4. 5~:. Mr. Duff. a non property owner asked about the location of the lots ,Mrs. Wagner inquired about the vacant lots. 6. Dr. Crocker asked if Mr. Jouppi was aware of the project. 7. Mr. Jim B.nt~on. a non property owner presented a petition of fifteen business people protesting the parking meters and was sworn in 192 . 8. for further remarks protesting the district. , . . . I -...; . , James Scully. a non property owner also protested installation . of meters. Mr. Bentson had further remarks to offer and the Council . had further questions and remarks. Mr. Nescher arrived at 9:00 p.m. There were no further protests. The City Attorney asked the City Manager if the Resolution of Intention had been properly published and mailed t~ ~roperty owners'lI The answer. yes. Mr. Griswold asked questions of Mr. Bentson in regard to parking problems and a general discussion followed. It was moved by Nescher and seconded by Anderson that the hearing be closed. It was moved by,Leonard and seconded by Anderson to waive the first reading of Ordinance No. 632. that it be deemed as having had its first reading and be passed to the second reading. It was moved by Griswold and seconded Reso by Leonard to adopt Resolution No. 1261. After some discussion. Mr. Leonard withdrew his second. Mr. Griswold accepted the proposed amen.. gg ments. It was moved by Griswold and seconded by Nescher that the Mayor and City Clerk ,be authorized to execute an easement deed from Golden Rain Foundation for construction and maintenance of traffic controller at Golden Rain and Bay Boulevard, and that the City Clerk be instructed and directed to transmit said easement deed to the County Recorder for recordation.
