The City Council of'the City of Seal Beach met in regular session at 8:00 p.m. with Mayor Gemmill presiding. The meeting was called to order with the Pledge of Allegiance. Griswold I Abse~t: " " None This being the time and place for a public hearing on Sidewalk Improvements. the City Attorney questioned the Supt. of Streets as to the proper posting and notification of property owners where sidewalks are needed. There being no protest. either written or oral. it was moved by Anderson and seconded by Nescher that the public hearing be closed. AYES: NOES: Nescher. Anderson. Leonard. Griswold. September 30. 1963 Upon the recommendation of the City Engineer. it was moved by Nescher and seconded by Anderson to award the bid for Water Unit #2 to Wonderly Construction Company at $67.384.80 as corrected. as 1.9.9 the best responsible bidder and that all other bids be rejected. The cor- rection of September 16th to read :It was moved by Nescher and seconded by Anderson to adopt Resolution No. 1263 (Bolsa ChicR Exclusion) and that the City Manager to proceed to file exclusion of Bolsa Chica I area as outlined. Ordinance No. 634 ("License Business Regulations" amending Chapter 11) was also briefly discussed and referred back to the City Council for further'study. It was moved by Anderson and seconded by Griswold to set the date of November 4. 1963. at 8:00 p.m. for a public hearing on certain zone changes from C-l to C-2 on Pacific Coast Highway as recommended by the Planning Commission. Recently adopted Resolution No. 1261 (Parking - P.C.H~) was discussed at length with members of the Council, the audience. City Manager and City Engineer taking part. It was moved by Leonard and seconded by Griswold to instruct the City Attorney to prepare a resolution recinding Resolution No. I 1261. AYES: Anderson. Leonard. Griswold. Gemmill ABSTAIN: -Nescher Motion carried. The Mayor declared a five minute recess. The meeting reconvened at 10:50 p.m. . . It was moved by Gemmill and seconded by Anderson that the City Manager be instructed to prepare and submit a set of rules and regulations and procedures for the City Council. AYES: NOES: Anderson. It was moved by Gemmill and seconded by Leonard that the City Manager arrange with the Pacific Electric Railway to sublease an area 100 by 20 feet at 14th Street for parking with Larson Hall specifying black topping. The City Manager announced that he had received improve- ment plans for the Seai Beach Pier from the lessees for their first phase of their improvements on the seaward end.
