The meeting was called to order with the Pledge of Allegiance. Present: Mayor Gemmill" . Councilme~: Nesche~, Anderson Leonard. Griswold Absent: " " None It was moved by Anderson and seconded by Nescher to approve the minutes of October 14. 1963 as presented. I AYES: NOES: Nescher. A?derson. Leonard. Griswold. Gemmill None Motion carried. Payroll demands No. 760 to 842 inclusive and regular demands No. 3711 to 3767 in~lusive, t?taling $~.018.05 as approved by the Finance Committee were presented. It was moved by Nescher and seconded by Anderson that the' demands be allowed and warrants drawn on the Treasury for the same. AYES: NOES: Nescher. Anderson. Leonard. Griswold. Gemmill None Motion carried. Ray Brackenbury addressed the Council stating that the American Legion has appreciated the support the City has given them and that would be no hard feelings if they lose their property on Co as t Highway. Ordinance No. 633 (Entertainment Cafes - amending) was di$cussed with certain revisions recommended as it concerns paving I ~ )rd. . of parking areas and proper lighting. Further action was deferred to the next meeting for corrections by the City Manager. . It was moved by Gemmill and seconded by Leonard to waive the first reading of Ordinance No. 634, . that it be deemed as having had its first reading and be passed to the second reading. After some discussion, Mr. Gemmill withdrew Ord. ~ his motion with the sonsent of the second. It was moved by Gemmill and seconded by Leonard to instruct-the City Attorney.to proceed with suggested amendments. AYES: NOES: Leonard. Griswold. Gemmill Nescher. Anderson Motion cirried. The bids for two dump trucks as advertised and opened were: Woods G.M.C. Cormier Chevrolet McCoy Motors (Ford) $4050.80 each. tax included 3780.30 each. tax included 3824.80 each, tax included It was moved by Leonard and seconded by Nescher to award the bid to Cormier Chevrolet at $3780.30 each, and to reject all other bids. Bob Hansen Motors $3172.00 3127.16 . It was moved by Griswold and seconded by Leonard to award the bid . to Bob Hansen Motors at $3127.16 and to reject all other bids. AYES: NOES: Nescher. Anderson. Anderson. Leonard. Griswold. Gemmill None Motion carried. Mr. Griswold and.the City Attorney reported on the recent League League of Cities Convention in San Francisco. Cities The Mayor suggested the study of the Orange .County Uniform Curfew Ordinance be reactivated. Curfe' Copy of an application for an on-sale liquor license for Mr. 'and Mrs. Dovalis at 1600 Coast Highway was received and filed. The City Attorn~y presented a letter from M.C. Allen. Jr. attorney. 'suggesting certain changes in the proposed City Charter for study. Use of public ways as sales area for newspaper companies was discussed. The City Manager was instructed to enforce the Liquo Licen Char City News pape - 206 ordinance as it now stands. Mr. Griswold gave a-complete report on a recent meeting of the North Westerly Orange County Organizational Committee. Contemplated freeway routes and as it might affect the ~ree Hellman property was discussed. It was moved 9Y Nescher and seconded by Anderson to adjourn at 10:40 p.m. until 8:00 p.m. Wednesday. Allen Jr. attorney. in regard to a summary of the modifications of the proposed City Charter, was discussed at length. with no definite action taken. M~. Dave Stangeland presented a proposed development plan of his property at Dolphin and Seal Way. It was moved by Leonard and seconded by Anderson to a~journ at 10:45 p.m. Charter AYES: NOES: Nescher.
