California November 4, 1963 The City Council of the City of Seal Beach met in reguLar session at 8:00 p.m.. with Mayor Gemmill presiding., The meeting was called to o~der with the Pledge of Allegiance. Present: Mayor Gemmill' . Councilmen: Nescher. Anderson. Leonard. Griswold ." , " None . Absent: A petition signed by ten church groups commending the City Council and urging support of a constitutional amendment to permit voluntary recitation of non-demoninat10nal prayers in public schools Praye was presented. This being the time and place for a public hearing on the Bolsa Chica exclusion. there being no protests. it was moved by Anderson and'seconded by Nescher that the hearing be closed. Bolsa Chica AYES: NOES: Nescher. Anderson. Leonard. Griswold. Gemmill None Motion carried. Ordinance No. 635 (Approving Exclusion-Bolsa Chicm) was presented by title by the Mayor. It was moved by Nescher and seconded Ord. by Griswold.to waive the first reading of Ordinance No. 635. that it , . be deemed as having had its first reading and be passed to the second 635 reading. ~~ AYES.: NOES: Nescher, Anderson. The City Manager was instruc~ed.to discuss the Christmas lighting program for Main Street with the Chamber of Commerce.
