California December 2. 1963 The City.Council of the City of Seal Beach met in regular session at 8:00 p.m. with.Mayor Gemmill presiding. The meeting was called to order with the Pledge of Allegiance. ~moment of silent prayer was observed iR memory of President John F. Kennedy. Present: Mayor Gemmill Councilmen: Nescher, Anderson. Leonard. Griswold Absent: II None " This being the time and place for a public hearing to amend Ordinance No. 628, the City Manager outlined the proposed changes to sec. 1100 and sec, 1827. There being no protests either written or oral, it was moved by Leonard and seconded by Anderson that the hearing be closed. Ord 628 AYES: NOES: Nescher. Anderson. Leonard. Griswold. Gemmill None Motion carried. Ordinance No. 636 (Amending Ordinance No. 628, sec. 1100 and 1817) was presented by title by the City Manager. It was moved Ord. ~ by Anderson and seconded by Leonard to waive the first reading of . Ordinance No. 636, that it be deemed as having had its first reading and be passed to the second reading. AYES: NOES: . Nescher. Anderson. Leonard. Griswold. Gemmill None Motion carried. It was moved by Nescher and seconded by Anderson to approve . the minutes of November 18. 1963 as presented. Payroll demands No. 1010 to 1096 inclusive and regular demands No. 3880 to 3945 inclusive. totaling $45.659.65 as approved by the Finance Committee were presented. It was moved by Leonard and seconded by Nescher that the demands be allowed and warrants drawn on the Treasury for the same. AYES: NOES: Nescher. Anderson. Leonard, Griswold. Gemmill None Motion carried. The City Manager introduced Phillip Bettancourt of Long Beach. State College, our studeqt admlnstrative intern. ["ire )ept. 3ids It was moved by Leonard and seconded by Anderson that the City Engineer be instructed to design electricity utility for the pier and the city will assume any cost over and above the $23.000 expenditure which the pier lessee will pay. Mr. Griswold moved to amend the motion.that a maximum of $5000.00 be.set as the city share. Motion lost for want of a second. AYES: NOES: Nescher. Anderson. Leonard. Gemmill Griswold I Motion carried. Letter from the Planning Commission granting F. J. Zoelle, 1501 Seal Way a variance. was received and filed. Letter from the Planning Commission denying a conditional use permit for the storage of boats. trailers and travel houses in Leisure World was received and filed. The City Manager was instructed to contact the Golden Rain Foundation relative to an alternate site. J\ .-......;: . Letter from Mr. and Mrs. Walter Lindberg. 1617 Seal Way, commending the Fire Department's action in the recent fire 'in that . area was gratefuliy received. Donald F. Mitchell, President of the Marina Democratic Club presented a resolution commendi~ and supporting the City Council for its recent passing of Resolution No. 1252 (Civil Rights.) Mr. Reading of Leisure World thanked the Council for the installation of signalization in the area. Mr. Keller asked about the chanalization and signalization of Coast Highway. The City Manager reported that it was scheduled for early in 1964. The following bids were opened at 2:00 p.m. December 2nd as advertised for two fire stations. I E. M. CharteI City Action on a sewerline maintenance lease was deferred. Sewer It was moved by Nescher and seconded by Anderson to reject the bid of Surf Construction Company on the grounds that they failed Fire to follow the form of the plans and specifications for the two fire Dept. stations. AYES: NOES: Nescher, Anderson. Leonard, Griswold. Gemmill None Motion carried. Mr. Leonard submitted the name of Ellsworth V. Shaw to the Civil Civil Sepvice Commission. It was moved by Leonard and seconded by Griswold to appoint Ellsworth V. Shaw to fill out the unexpired term of Jack Randall on the Civil Service Commission. AYES: NOES: Nescher. Anderson, Leonard. It was moved by Leonard and seconded by Gemmill that the letter from the Golden Rain Foundation regarding the Planning Commiss- ion be received and filed and referred to the City Manager for report. The proposed 'Orange County Uniform Curfew ordinance was referred to the City Manager and City Attorney for further report.
