The City Council of the City of Seal Beach met in regular
session at 8:00 p.m. with Mayor Gemmill presiding. The meeting was
called to order with the Pledge of Allegiance.

It was moved by Griswold and seconded by Leonard to approve
the minutes.of December 2. 1963 as presented.

Payroll demands No. 1097 to 1184 inclusive and regular
demands No. 3946 to 4046 inclusive. totaling $83.024.83 as approved
by the Finance Committee were presented. It was moved by Leonard
and seconded by Nescher that the demands be allow~d and warrants
drawn on the Treasury for the same.

the City Attorney to prepare a similar resolution as forwarded by the
City of Anaheim about state legislation to pre-empt local building
regulations.

It was moved by Griswold and, seconded by Nescher to receive
and file the letter from the Seal Beach Lumber Co., to change the
channelization project on Coast Highway. The City Manager to reply
to the letter.

Mr. Gemmill introduced Supervisor David Baker who extended
seasons greetings to the city.

John Chaplick thanked the City for its participation in
the recent Bicycle Rodeo.
Ordinance No. 636. (Amending Ord. No. 628, secs. 1100 & 1827)
was presented by title by the City Attorney. It was moved by LeoBard
and seconded by Nescher to waive the second reading and be passed for
adoption.

the City Attorney to prepare an amendment to sections 13.50 and 13.76
of the Code to provide 72 hours parking instead of 120 hours as
recommended by the Chief of Police.

The Orange County League of Cities Uniform Curfew Ordinance
was discussed.

Mr. Anderson arrived at 8:45 P.M.
It was moved by Gemmill and seconded by Griswold that the
City Attorney be instructed to amend the existing curfew ordinance
to apply to unmarried juveniles under the age of 18 years. Mr. Gemmill

mation and study.
It was moved by Anderson and seconded by Leonard that police

The recommendation of the Planning Commission for Con-
ditional Use Permits in C-l ;one was discussed at length. Tabled for

It was moved.by Griswold and seconded by Gemmill to adjourn
at 9:55 p.m. to executive session with the City Attorney.

The meeting reconvened at 10:aO p.m.
Mr. Kit Carson addressed the City Council pointing out
that the fire station plans and specifications contained certain
errors and felt that it would be.in the best interest of the City
to readvertise the job. Mayor Gemmill acknowledged the errors did
exist in. the plans and specifications and that the City was pleased

with Mr. Carson's suggestion that it would be in the City's best

interest to ~eadvertise. On motion of Gemmill and seconded by Leonard
it was moved to recind the Council's action of December 2. 196) in
awarding.the fire station bid. to reject all bids. to return all
bid bonds and instruct the City Engineer to correct the errors in
the plans and specifications and readvertise the job as soon as
possible. This mo~ion to take effect upon written confirmation of
Mr. Carson of his agreement to the action.
