The City Council of the City of Seal Beach met in regular
session at 8:00 p.m. with Mayor Gemmill preSiding. The meeting was
called to order with the Pledge of Allegiance.

total of $56.9l2.75 as approved by the Finance Committee were pre-
sented. It was moved by Nescher and seconded by Leonard that the
demands be allowed and warrants drawn on~the Treasury for the same.

Mr. Stuart Hinson asked about leveling the beach in the
100 and 200 block on Ocean Avenue. the City Manager reported that

The Mayor proclaimed the week of February 23. 1964
"Toast Mistress Week".
Ordinance No. 640 (Primary Nominating Eledtion. April 28.
1964) was presented by title and summary by the City Manager. It
was moved by Nescher.and seconded by Anderson to waive the re~ding
of Ordinance No. 640. that it be deemed as having had its first and
final reading and be passed for adoption.

The City Manager acknowledged receipt of an annual report
of the Director of Public Works for 1963.

The temporary transfer of funds from the Parks and Boule-
vards and Water Fund to the Parking District Fund. was outlined by
the City Manager. Further action deferred for study.
A~ter considerable discussion. it was moved by Anderson and
seconded by Gemmill to set the public hearing date for amending Land
Use Ordinance No. 628 as March 16. 1964.

U~on the recommendation of the City Manager the Mayor
appointed Councilmen Nescher and Leonard to assist the City Manager
in making a trash se~vice study for the entire city..
A letter from Congressman Richard Hanna regarding the
stabalation of the beach was not received with favor by the City
Council. The City Manager was instructed to contact Mr. Hanna and
Col. Peacock of the U.S. Army Engineers for further information and
report.

It was moved by Gemmill and seconded by Leonard to auth-
orize the City Manager to attend a City Manager's Conference at
Palm Springs. February 19th and 20th 1964.

adjourned session at 8:00 P.M. with Mayor Gemmill presiding. The

by Griswold and seconded by Nescher to award the bid for Water Trans-
mission Facilities. Unit No. 111. to Ledford Brothers at $181.338.50
as the low responsible bidder. to waive all informalities and to

The City Attorney reported his not being able to get to-
gether with other attorneys in the matter of high tide lines and

The City Manager reported that the Bicycle Safety Ordinance
was being enforced.
It was moved by Gemmill and seconded by Anderson that the
request of the City Employees Association be denied to grant added
holidays when the holiday falls on Saturday.
