The City Council of the City of Seal Beach met in regular
adjourned session at 8:00 P.M. with Mayor Gemmill presiding. The
meeting was called to order with the Pledge of Allegiance.

Upon the recommendation of the City Engineer it was moved
by Griswold and seconded by Nescher to award the bid for Water Trans-
mission Facilities. Unit No. 111. to Ledford Brothers at $181.338.50
as the low responsible bidder. to waive all informalities and to

The City Attorney reported his not being able to get to-
gether with other attorneys in the matter of high tide lines and

The City Manager reported that the Bicycle Safety Ordinance
was being enforced.
It was moved by Gemmill and seconded by Anderson that the
request of the City Employees Association be denied to grant added
holidays when the holiday falls on Saturday.

The City Manager reported receiving a letter from the U.S.
Army Engineers regarding. beach erosion as it concerns the beach groin.
The City Manager suggested setting up an annual beach replenlishment fund.
More information needed from Congressman Richard Hanna.

mitted by the pier lessees got changes during the reconstruction

In the matter of the improvement in Assessment District No.
2 in the City of Seal Beach. California. the Mayor announced that
the hour of 8:00 P.M. having arr~ved. this was the time and place
fixed by the City Council for the hearing of protests or objections
to the proposed work. the extent of the assessment district. or any
and all other objections to the contemplated improvement set forth
in Resolution of Intention No. 1281. passed and adopted by the City
Council on the 3rd day of February. 1964.
The Clerk announced that the Resolution of Inpention was
duly and regularly publish~d, and that due notice of this hearing
and of the adoption of said Resolution of Intention was duly made
and given, all as prescribed by law, and. that affidavits of such
compliance were on file in his office.
