City Clerk and ex-officio clerk of the Seal Beach City Council Seal Beach, California March 2. 1964 The City Council of the City of Seai Beach met in regular session at 8:00 p.m. with Mayor Gemmill presiding. The meeting was called to order with the Pledge of Allegiance. Present: Mayor Gemmill Councilmen: Nescher, A~derson. Leonard, Griswold Absent: It None 11 In the matter of the improvement in Assessment District No. 2 in the City of Seal Beach. California. the Mayor announced that the hour of 8:00 P.M. having arr~ved. this was the time and place fixed by the City Council for the hearing of protests or objections to the proposed work. the extent of the assessment district. or any and all other objections to the contemplated improvement set forth in Resolution of Intention No. 1281. passed and adopted by the City Council on the 3rd day of February. 1964. The Clerk announced that the Resolution of Inpention was duly and regularly publish~d, and that due notice of this hearing and of the adoption of said Resolution of Intention was duly made and given, all as prescribed by law, and. that affidavits of such compliance were on file in his office. Assn Disl No. ---1.. 236 The Mayor then inquired of the Clerk if any written protests or objections against the work or district had been filed with him in said matter. The'Clerk reported that a certain written protest had been filed with him prior to the time set for the hearing. The Clerk then read to the Council said protest of Mrs. Frank E. Clinton. The Mayor then announced that this was the time and place set for the.hearing of protests or objections against the work or the assessment district. each as set forth in the Resolution of Intention hereinbefore mentioned. and asked if any one. present I desired to be heard in said matter. The following addressed the Council: Frank E. Clinton Henry Espoy Mrs. Frank E. Clinton All protests were referred to the Engineer for checking and report as to the percentage of the area represented thereby. The Engineer reported that protests represented approximately .046% of the total area of the assessment district. After a full. fair and impartial hearing and an opportunity having been gievn to all persons desiring to be heard, it was moved by Councilman Gemmill and unanimously adopted that all protests be overruled and denied. I .284 On motion of Councilman Leonard. seconded by Councilman Nescher. and unanimously carried. Resolution No. 1283, being a reso- lution ordering the work described in Resolution of Intention No. 1281, was unanimously adopted. On motion of Councilman Griswold, seconded by Councilman Gemmill, Resolution No. 1284 ascertaining and determining the pre- vailing rate of wages to be paid for the w OI1k described in Resolution No. 1281. was unanimously adopted. AYES: NOES: Nescher. Anderson. Leonard. Griswold. Gemmill None Motion carried. Further restricted parking on other streets was discussed and referred to the City Manager. Par~ Beach erosion and the drainage problem on Seal Way was dis- cussed. The leveling of the dunes on the west beach was again brought up. The City Attorney reported he had been unable to meet with the Bch. other attoDneys but in his opinion the accretions caused by the jetties would belong to the State and the City. The matter was tabled to permit the affected property owners to be heard at an adjourned meeting. March 9:; 1964. The'Police Chiefs' written report concerning Bicycle Law Enforcement was received and filed. The request of Surfside Service for a lease ,extension was discussed. Upon the recommendation of the City Manager it was moved by.Leonard and seconded by Griswold that the City Manager advertise for bids for the concession as specified for April 20. 1964. California March 9, 1964 The meeting of the Seal Beach City Council was called to order in the Council Chambers by the acting city clerk at 8:00 p.m. and adjourned to the City auditorium located on the second floor in the Seal Beach City Hall. at 8:02 p.m. The meeting was called to order by the Mayor at 8:02 p.m. Present: Leonard. Gemmill. Nescher. Anderson Absent: Griswold I och. It was moved by Councilman Leonard and seconded by Mayor Gemmill. that the City maintain the sand dune area accepting the assistance of Mr. Fuller'S two laborers during the summer months. It was moved by Nescher. seconded by Anderson, to amend the above motion and instruct the city mamager to clean the beach accord- ing to his judgment and opinion. It was moved by Nescher and seconded by Leonard. that the surfing be limited between the hours of 7:00 a.m. to 11:00 a.m. Second Street westerly, and that free parking be allowed in the First Street lot to surfers during these hours. .
