The City Council of the City of Seal Beach met in regular adjourned session at 8:00 p.m. with Mayor Pro-tem Leonard presiding. The meeting was called to order with the Pledge of Allegiance. Present: Mayor Pre-tem Leonard Councilmen: Nescher, Anderson. Griswold Absent: Mayor Gemmill The Mayor Pro-tem announced that this was the time and place fixed for the opening of bids for the construction of certain improve- ments. together with appurtenances and appurtenant work in connection therewith. in Seal Way and other streets in Assessment District No.2' in the City of Seal Beach. as described in Resolution of Intention No. l28l. Ass] Dis' No.. The Clerk announced that he had received five bids. Where- Bid upon all bids were publicly opened. examined and declared. from the following bidders. to wit: 1. Coxco Incorporated' 2. E and G Engineers 3. Sully-Miller Contracting Co. 4. Ecco Contractors Inc. 5. Wilbur A. AYES: ABSENT: Nescher. Anderson. Griswold, Leonard G~lII!'lill Motion carried. . It was moved by Nescher and seconded by Anderson that the City extend sick leave to Milton J. Ford for a six month period without pay for reasons of health. I AYES: ABSENT: Nescher. Anderson. Griswold, Leonard Gemmill Motion carried. In the matter of'beach erosion and sand replenishment. it was moved by Nescher and seconded by Anderson to send a delegation ~ of up to Pour councilmen ahd the City Manager to attend the National Rivers and Harbors Conference in Washington D. C.. June 2nd to 5th. 1964. AYES: ABSENT: Nescher. Anderson, Griswold, Leonard Geinm1l1 Motion c~rried. It was moved by Anderson a!ld seconded by Nescher to approve the request of the Seal Beach Lions Club to conduct their Annual Pan- cake Breakfast. May 16th 1964, and to furnish such facilities as required in their letter. I AYES: ABSENT: Nescher. Anderson, Griswold. Leonard Gemmill Motion carried. The Engineer returned to the Council and reported that he had checked all of the bids received, and further reported that the bid of Sully-Miller Contracting Company was the lowest regular re- sponsible b~d received. and recommended that this Council. award, the contract to said low bidder. ;....::...:~: On motion of Councilman Nescher. seconded by Councilman Anderson. and carried by unanimous vote, Resolution No. 1290, being a resolution awarding the contract for the construction of certain improvements:in Assessme~t District No.2 to Sully-Milter Contract- ing Company ~~ Fhe prices named' in his or i~s bid, was"adopted. Mr. Feeney and Mr. Harmon of Engineering Science. Inc. I outlined the existing problems and work needed to be done at the sewage treatment plant. Phase. 1 of approximately $76.000 needed at once and Phase 2 of approximatel~ $200.000 needed in three years. They suggested that the City apply for Phases land 2 under a federal grant and to investigate the possibility of combining the project with some other agency. The matter was discussed at length. AYES: NOES: Nescher. Anderson. Leonard. Griswold. Gemmill None Motion carried. Ac~ion on the demands was delayed until later in the meeting. In the matter of the Metropolitan Water District letter Metrl opposing Secretary Udall's water plan, it was ~ecided to get the opinion of the City Engineer and the West O~ange County Board. Letter from Dairyland regarding school sites was received Wate: and filed. ~ The acceptance of waterline uni~ No. 1 and traffic signals was held over to the next meeting.
