The meeting was called to order with the Pledge of Allegiance. Present: Mayor Gemmill Councilmen: Nescher. Leonard, Griswold Absent: "" Anderson, Mr. Anderson arrived at 8:03 .p.m. I~ was moved by Griswold and seconded by Leonard to approve the minutes of March 16th and 23rd 1964 as corrected. AYES: NOES: Nescher. Anderson. Leonard. Griswold. Gemmill None Motion carried. Ac~ion on the demands was delayed until later in the meeting. In the matter of the Metropolitan Water District letter Metrl opposing Secretary Udall's water plan, it was ~ecided to get the opinion of the City Engineer and the West O~ange County Board. He was told it was on State tide lands and that the City had no control over it. Ordinance No. 64l (Parking in alleys) was presented by title by the City Attorney. It was moved by Nescher and seconded by Anderson 'to waive the first reading of 'Ordinance No. 64l. that it be deemed as having had its first reading and be passed to the second reading. . The alley deficiency report as submitted by the Director of Public Works was discussed and rec6ived and filed. A priority schedule to be extablished. The variance for David Stangeland. 1499 Seal Way was dis- cussed as to procedure. It was moved by Gemmill and seconded by Leonard to set a public hearing before the City Council for May 4. 1964. Mr. Nescher wished to note that he is appealing from the action of the Planning Commission on var~ances No. 2-3-4. and that he wishes to have a public hearing before the City Council. Mayor Gemmill reported on a recent meeting in regard to school drop-outs and sewage disposal problem survey. The Mayor declared a recess at 10:)0 p.m. The meeting reconvened at 10:50 p.m. Regular demands No. 4557 to 4648 inclusive for $162.463.86 and payroll demands No. 1677 to 1768 inclusive for $l6.565.20 for a total of $179.029.06 as approved by the Finance Committee were pre- sented. It was moved by Leonard and seconded by Nescher that the demands be allowed and warrants drawn on the Treasury for the same. AYES: NOES: Nescher; Anderson. Leonard. Griswold. It was moved by Gemmill and seconded by Nescher that the Pier City Manager be prepared to give a progress report of pier improve- Ments at the-next meeting and to advise lessee that the Council expects full compliance with the terms of the lease.
