session at 8:00 p.m. with Mayor Gemmill presiding. The meet~ng was
called to order with the Pledge of Allegiance.

The City Manager reported on the proposed drilling island
by the Standard Oil Company. It was moved QY Griswold and seconded
by Leonard to direct the City Manager to advise the ij.S. Corp of
Army Engineers that the c~ty opposes anything built within 7000 feet
of Ocean Avenue.

for the beach concession:
Surfside Service, $1100 pe~ year,. Roland R. Eilert. $2100 per year,
for a four year contract. It was moved by Griswold and seconded by
Leonard that the bid be referred to the City Manager for investi-
gation and report at the next meeting.

City Manager ~nd City !ttorney contact the pier lessees and their
attorney for a r.~view of the contract with ~ starting date of Septem-
ber ~5. 1964 and 'a completion date of April 15, 1965. renegotiation
based on their proposal with rental fees: to cover all operations of

the pier. It was moved by Griswold and seconded by Ande;roson to amend '"'" T
the motion to include that the minimum. annual rental be increased
to $15000.00 per year., plus 4% of gross income from all activit~es
both at the pier head and. off-shore. in excess of $250.000.

The City Council of the City of Seal Besch met in regular
session at 8:00 p.m. with Mayor Gemmill presiding. The meeting was
called to order with the Pledge of Allegiance.

This being the time and place for an appeal of variances
granted Dave Stangeland. 1499 Seal Way. the Mayor instructed the City
Attorney to'conduct the hearing. The City Clerk presented letters and
petitions of protest from Anna K. Dyrr, Lalita Norton. Don C. BrOCkway.
Frank Shufelt and twenty nine other property owners and a letter of
approval from Hayes Robbins Jr. The Clerk also reported that proper
notices had been mailed April 22. 1964. Speaking against the variances
