California May 18. 1964 The City Council of the City of Seal Beach met in regular . session at:8:00 p.m. with Mayor Gemmill presiding. Present: Mayor Gemmill Councilmen: Nescher. Anderson. Leonard, Griswold Absent: .. .. None It was moved by Anderson and seconded by Griswold to approve the minutes of May 4th and 5th 1964 as presented. AYES: NOES: Nescher. Anderson. Leonard, Griswold. Gemmill None Motion carried. Regular demands No. 4860 to 4931 inclusive and payroll demands No~ 1936 to 2017 inclusive. totaling $37.268.64 as approved 1 by the Finance Committee were presented. It was moved by Leonard and seconded by Nescher that the demands be allowed and warrants drawn on the Treasury for the same. AYES: NOES: Nescher, Anderson, Leonard. Griswold. A proposed ordinance amending the Code-Public and Club Dances was presented by title by the City Attorney. It was moved Publj DanCE . by Griswold and seconded by Anderson to excuse the City Attorney to prepare the ordinance as a regular ordinance and not an emergency ordinance. Mr. Leonard stated that he would like the record to show that he opposed the motion for lack of councilmanic instructions to the ordinance by the City Attorney in accordance with the laws of the City and State. Mr. Griswold withdrew his motion. It was moved by Gemmill and seconded by Anderson to instruct the City Attorney to draw up an ordinance amending the City,Code pertaining to Public and Club dances and specifically relating to the prohibition of publiC dances and the regulation of club dances. and that he present this ordinance for councilmanic consideration at an adjourned meeting to be held Monday. It was moved by Anderson and seconded by Leonard to instruct the City Engineer to prepare a report on possible subsidence in the City from slant-drilling. AYES: NOES: Nescher. Anderson, Leonard. Griswold, Gemmill None Motion carried. Proposed parallel parking on Main Street in the 300 block 1 was discussed. The Mayor declared a five minute recess. The meeting reconvened at 10:23 p.m. It.was moved by Nescher snd seconded by Anderson to reject the proposal of parking on Main Street. After some discussion Mr. Nescher withdrew his motion. 'It was moved by Leonard and seconded by Griswold to instruct the Director of Public Works to inform the business people and property owners affected. for discussion May 25th. In the matter of appointing new members to fill vacancies on the Civil Service Board, the Council will meet with pro~pects May 25th at 7:00 p.m. I It was moved by Leonard to remove the wooden fire hose driers next to the Fire Station. Motion lost for want of a second. Mr. Anderson reported observing the lifeguard selection examination held last Saturday. It was moved by Griswold and seconded by Gemmill to adjourn at 10:45 p.m.. until Monday. May 25. 1964 at 8:00 p.m. AYES: NOES: Nescher. Anderson. Leonard. Letter from Jim Bentson regarding parking meters in the lOO Block on Main Street was received and filed. Park. Meter: Letter from Arthur Brown in reference to animal control was received and filed. Dop;s 1 Letter thanking the Council for removal of telephone poles on the beach from Mrs. Martin Eichhorn was acknowledged with thanks. . Mr. Russell Pratt. Attorney representing Mrs. Violet McFarland. protested the propoded parking plan in the 300 Block on Parki: Main Street ~nd the proposed amended public and club dance ordinance. He was advised that both subjects would come up later. I John Stratford outlined the proposed parking plan for the 300 Block on Main Street. The Mayor declared a five minute recess to permit the I . audenience to look over maps of the proposed projects. The meeting reconvened at 8:40 p.m. Mr. Pratt presented a written protest in regard to the plan. Sergeant Robe~t Garza presented his traffic report in favor of the plan. The proposal was discussed at length; Mr. Stratford presented Par a compromise plan. inp; It was moved by Griswold and seconded vy Anderson . to adopt the compromise plan as presented and to procure an additional 12 parking spaces on Electric Avenue.
