The City Council of the City of Seal Beach met in regular adjourned ses~on at 8:00 p.m. with Mayor Gemmill presiding. The ~ meeting was called to order with t he Pledge of Allegiance. ~ Present: Mayor Gemmill :Q Councilmen: Nescher, Anderson. Leonard. Griswold .:Q Absent:"" None. Letter from Jim Bentson regarding parking meters in the lOO Block on Main Street was received and filed. Park. Meter: Letter from Arthur Brown in reference to animal control was received and filed. Dop;s 1 Letter thanking the Council for removal of telephone poles on the beach from Mrs. Martin Eichhorn was acknowledged with thanks. . Mr. Russell Pratt. Attorney representing Mrs. Violet McFarland. protested the propoded parking plan in the 300 Block on Parki: Main Street ~nd the proposed amended public and club dance ordinance. He was advised that both subjects would come up later. I John Stratford outlined the proposed parking plan for the 300 Block on Main Street. The Mayor declared a five minute recess to permit the I . audenience to look over maps of the proposed projects. The meeting reconvened at 8:40 p.m. Mr. Pratt presented a written protest in regard to the plan. Sergeant Robe~t Garza presented his traffic report in favor of the plan. The proposal was discussed at length; Mr. Stratford presented Par a compromise plan. inp; It was moved by Griswold and seconded vy Anderson . to adopt the compromise plan as presented and to procure an additional 12 parking spaces on Electric Avenue. Works ~ The City Engineer reported that his report on the possibi- lity of subsidence caused by slant-drilling was not complete. Ordinance No. 644 (prohibiting slant-drilling) was pre- sented by title by the Mayor. It was moved by Leonard and seconded by Griswold to waive the first reading of Ordinance No. 644, that it be deemed as having had its first reading and be passed to the second reading. The Chief of Police presented a report of his department. . Mr. Pratt presented a written protest.against the ordinance. It was moved by Griswold and seconded by Anderson that Ordinance No. 645. having had its first reading be passed to the second reading. AYES: NOES: ABSTAIN: Anderson. Griswold. Gemmill Leonard Nescher . Motion carried. It ~as moved by Leonard and seconded by Nescher to authorize the Mayor and City Clerk to execute pier sub-lease agreement as amend- ed and modified on receipt by the City of $20.000 in accordance I with the terms of said sub-lease agreement. AYES: NOES: . Nescher. Anderson. Leonard, Gtiswold. Gemmill None Motion carried. Ballots were presented to the Council to vote on the names of Mrs. Merva Lanning, Dr. Sutter Kunkel. William Brown and James Taylor to fill out two unexpired terms on the Civil Service Commission. Mrs. Lanning and Mr. Taylor were elected to office. Mrs. Lanning to fill out the term of Mr. Edward Keller and Mr. Taylor to fill out the term of Mr. Ray Campbell. . It was moved by Anderson and seconded by Leonatd to approve the request of the American Legion Auxiliary for a fireworks stand and that the fee be waived. 1 AYES: NOES: Nescher. Anderson, Leonard. Griswold. Gemmill None Motion carried. The Mayor outlined the new by-laws of the Southern Califor- . nia Association of Governments (SCAG). It was moved by Leonard and seconded by Anderson that the City adopt the program as outlined and that the Mayor represent the City in the Association. AYES: NOES: Anderson, Leonard. June 2. 1964) was Gen. pres~nted by the City Clerk. It was moved by Griswold and seconded by Anderson to adopt Resolution No. 1302. Elec' Reso. AYES: ABSENT"; Anderson. Griswold. Leonard Nescher. Gemmill Motion carried. 1302 The results of the election of June 2. 1964 by precinct. are made a:part of these minutes. The City Manager was directed to make a progress report of the Co~st Highway project for the next meeting. A general discussion of proposed unified school districts and annexations followed.
