The City Council of the City of Seal Beach met in regular
session at 8 :00 p.,m., with Mayor Gemmill presiding. The'
meeting was called to order with the Pledge of Allegiance.
Present: Mayor Gemmill
Councilmen Nescher, Anderson
Absent: Councilmen Leonard, Griswold
This being the time and place as advertised for a public
hearing to amend Ordinance 'No. 628, sideyard setbacks, the
City Manager suggested that this hearing be consolidated
with another hearing for July 6, 1964, for a request for
front yard setbacks. It was moved by Anderson and seconded
by Nescher to accept the recommendation.

Mr. McWilliams and Mr. Law,.lrepresenting -the Continental
Oil Company, and the Hellman Esta~e, presented'a detailed
program of proposed oil slant drilling in the City. A
question and answer period followed. The City Engineer -
reported his recent study. The City Attorney stated
that the proposed anti-slant-drilling ordinance might be
unconstitutional and that the City Council does not have
authority to enact such,an,amendment,to.the.present
ord~nance.,' It,was moved by:Anderson,'and seconded by
Nescher to table proposed Ordinance No. 644.

Ordinance. No. 645' (Public .Dances) :was ,b:rrought, 'up, .for'
discussion. Mr. George Hart representing the San'
Gabriel River Improvement A~sociation, owner of the
property in question was in attendance. The City
Attorney stated that there was not enough basis of fact
to prohibit such an operation, but that proper regula-
tions should be a determining factor. It was moved by
Anderson and seconded by Nescher to waive the second
reading of Ordinance No. 645, that it be determined as
having had its second reading and be passed for adoption.

Mr. Turn~r o~ the V.F.W. thanked the Council for its
cooperation and stated the American Legion wished to
do the same.
Dr. Sutter Kunkel stated that Lt. Governor Anderson's
stand on limiting off-shore island drilling sites
deserved. commendation. The City to do so.
