The' meeting was called to order with the Pledge of Allegiance. Present: Mayor Gemmill Councilmen Nescher, Anderson Absent: Councilmen Leonard, Griswold This being the time and place as advertised for a public hearing to amend Ordinance 'No. 628, sideyard setbacks, the City Manager suggested that this hearing be consolidated with another hearing for July 6, 1964, for a request for front yard setbacks. A question and answer period followed. The City Engineer - reported his recent study. The City Attorney stated that the proposed anti-slant-drilling ordinance might be unconstitutional and that the City Council does not have authority to enact such,an,amendment,to.the.present ord~nance.,' It,was moved by:Anderson,'and seconded by Nescher to table proposed Ordinance No. 644. The City Attorney stated that there was not enough basis of fact to prohibit such an operation, but that proper regula- tions should be a determining factor.
