The City Council of the City of' Seal Beach met in
regular session at 8:00 p.m., with Mayor Pro
Tempore An~e!son presiding., The, meeting was called
to or~er w1th, the Pledge of All~giance.
Present:

Councilmen Nescher, Griswold, Gummere
Mayor Leonard . ,
Absent:
It was moved by Nescher and seconded by Griswold,
that Mayor Leonard be excused because of, illness.

It was moved by Griswold and seconded by Nescher to
approve the minutes of'June 15th and 29th and
July 1, 1964, as presented.

Public Hearing: Continued zoning hea;ing from
meeting of.June 6, 1964, to amend the Zoning
Ordinance allowing a five-foot sideyard not abutt-
ing a street or alley in t~e R-l Zone; in District.
2. Change from six feet to ~ive,feet. There being
no protests the Mayor declared the hearing closed.
It was moved by Griswold and seconded by Nescher
to instruct the City Attorney to'prep'are the proper
amendment.

A zoning hearing to ameng the ~oning Ordinance to
allow a side entrance garage to encroach into,the
required front yard to within ten feet of the pro-
perty.line. There being no protests the Mayor
declared the hearing closed. It was moved by
Griswold ,and seconded by,Gummere to ;nstruct the
City Attorney to prepare ,the.pro~e~ amendment;

to not allow projections into.the,Seal Way right-
of-way. There,being no protests, the Mayor

Gummere and seconded 'by Nescher to instruct.the
City Attorney to prepare the proper amendment.

A letter from:the'Girl Scouts requesting support in
the construction of a swimming: pool on: the McGaugh
school grounds was discussed. It was moved by
Griswold and seconded by Nescher ~o rece~ve and f~le
the letter and th~t the City Manage~ acknowle~ge same.

All other communications were received and filed.
Reports of the Building"Department for May and June,
1964, and' t~~ Pubiic Works report for June, 1964, were
received and filed.
Ordinance No~ 647 (Sales ~' Close-out -Amending) was
presented by title by the City Attorney. It was moved
by Griswold and seconded'by Nescher to waive the first
reading of Ordinance No. 647. that it be deemed as '
having'had its first reaaing and be passed to the second.

Resolution No. 1310 (Pay Rate Schedule) was p~esented by
the City Attorney~ It was moved by Nescher to table

Proposed rules and regulations of the City Council were
discussed. It was moved by Griswold and seconded by
Anderson to instruct'the City Attorney:to prepare as

The 1964-65 budget was briefly discussed.

Mr. Griswold stated that consideration should be given
to setting up a Parks, Recreation, and Harbor Commission
and ihat city beautification and cooperation with the
Chamger of:Commerce should be studied. It was:moved'by
~riswold that the City Attorney be:instructed to prepare
an ordinance setting up a Recreation, Parks, and:Harbo=
Commission. Mr. Griswold was neminded that such an
ordinance, No. 470, now exists; Motion lost for want
of a second;
It was moved by Nescher
