It was moved by Griswold and seconded by Gummere'to
excuse Mayor-ceonard,because'of:illness and
Couricilman Nescher because of business reasons.

Payroll demands No. 2309 to 2411 inclusive and regu-
lar demands No. 5230 to 5302 inclusive. totaling
$67.489.08 as approved by the Finance Committee were
presented. It was moved,by Griswold and seconded
by Gummere that the demands be allowed and warrants
drawn on the treasury'for the same.

Notices of the Planning Commission meeting of
July 8, 1964. granting v~r~~nces to Dr. S~,Kun~el
and to Viola Mendoza were received and filed.: :

The report of the City Treasurer for the month of
June, ~964. was received, and file~.
The City Manager presented a special report on pro-
posed trash collection service charges. It was
moved by Griswold and seconded by Gummere, that the
City Attorney be instructed to prepare an amending
ordinance to the present trash collection ordinance
to follow the report as outlined by the City Manager.

ABSENT: Leonard, Nescher Motion carried.
The City Manager's special report on proposed acquisi-
tion and development of a community park 'was discussed.
It was moved by Griswold and seconded by Guminere that
the City Manager report back on costs of alternate
locations.

ABSENT: Leonard, Nescher Motion carried.
Proposed amendments to the City Charter were discussed
and referred back to the City Manager and the City
Attorney.
After hearing and discussing the City Manager's report
on proposed lease agreement for police department
vehicles, it was moved by Gummere and seconded by
Griswold to authorize the Mayor and the City Clerk to
execute the agreement.

ABSENT: Leonard. Nescher Motion carried.
The auditor's report for the period ending March 31,
1964, was received and filed.

The financial report for the month of June, 1964, was
received and filed.
Ordinance No. 647 (Close-out sales. et cetra, amending)
was presented by title by the City Attorney, It was
moved by Griswold and seconded by Gummere to waive the
second r,eading of Ordin&nce No. 647, that it be deemed
.as having h~d its second reading and be passed for
'adoption. " . ,

Attorney. It was moved by Griswold and seconded by
Gummere to waive the first reading of Ordinance No.
648. that it be deemed as having had its first reading
and be passed to the second reading.

Resolution No. 1313 (State Highway Funds) was presented
by the City Attorney. It was moved by Gummere and
seconded by Griswold to adopt Resolution No. 1313.

Resolution No. 1314 (Excluding part-time election offi-
cers from provisions of OASDI) was presented by the
City Attorney. It was moved by Griswold and seconded
by Gummere to adopt Resolution No. 1314.

Bank) was presented by the City Attorney. It was
moved by Griswold and seconded by Gummere to adopt
Resolution No. 1315.

Resolution No. 1316 (Completion of Water Transmission
Facility #3) was presented by the City Manager. It

instruct the City Attorney to proceed in the second
case of Mitchell versus City of Seal Beach, et ale

After some discussion it was moved by Griswold and
seconded by Gummere to adopt the 1964-65 budget as
submitted by the City Manager, subject to modification
of the Public Works ~'Eartmept, eliminating one
Maintenance Man #l~'~d~theo~olice Department budget.

It was moved by Griswold and seconded by Gummere to
adjourn at 10:23 p.m.
