The City Council of the City of Seal_Beach ,met, in regular
session at 8:00 p.m. with Mayor Anderson presiding. The meeting was
called to order with the Pledge of Allegiance.
Present: Mayor Anderson ,

It was moved by Griswold an~ seconded by Gummere to approve
the minutes of September 8, 1964 as presented.

Regular demands No. 5537 to 5619 inclusive. and p_yroll
demands No. 2724 to 2831 inclusive, totaling 154,775.17 as approved
by the Finance.Committee were presented. It was moved by Gummere and
seconded by Griswold that the demands be allowed and warrants drawn on
the Treasury for the same.

A and B on the November ballot tor County Center improvements. It
was moved by Gemmill and seconded by Griswold that the City Attorney
be instructed to prepare a. resolution for next meeting indicating
the Council'~ position in favor of the Propositions.

A, resolution from the City of Garden Grove. requesting
exclusion from the State sales tax on certain items purchased by the -
City was discussed. It was moved by Griswold and seconded by Gummere
to instruct the City Attorney to prepare a resolution in favor of the

exclusion.

The City Manager and City Attorney arrived at 8:25 p.m~
Dr. Luster Hauth. 1315 Catalina Avenu~, addressed tne Council
in regard to the payment of . water bill of the former owner of the
property he reeently purchased, s'tating that the ordinance which pro-
vides a lien on the property for the past due bills is unfair. It
.was moved by Griswold and seconded by Gemmill toiin~truct the City
Attorney to prepare an amendment to the water ordinance to ass~ss
a deposit for all water subscribers. effective at tne time of the
adoption of the ordinance.

Ordinance No. 650 (Garbage and TraBh.- Amending - Collection
Charges) was.presented in full by the City Attorney. After considerable
disoussion it was moved by Gemmill and..seoonded- by G:r.iswo'ld tl:1at Ordinance
No. 650, having had its tlrst reading. be ,passed, to.. the second reading.
After further discussion Mr. Gemmill withdrew his,motion. Mr. Griswold
withdrew his seoond to permit an amendment to that section desoribing
what is an adequate container.

releases on stop payment orders for the Bay Sierra Construction
Company, it was moved by Gemmill and seconded by Gummere to' instruct

The City Attorney presented a report regarding the City's
25 year permit ~or the pier with the State Lands Commission. It was
moved by Gummere and seoonded by Gemmill to instruct the City Attorney
and City Manager to ask tor further clarification by the State Lands
Commission with respect to the legality ot the original permit.
