C ty Cler Seal Beach, California January 4, 1965 The City Council of the City of Seal Beach met in regular session at 8:00 p.m. with Mayor Pro-tam Griswold pre- siding. The meeting was called to order with the Pledge of Allegiance. Present: Mayor Pro-tem Griswold Councilmen: Nescher. Gemmill. Gummere Absent: Mayor Anaerson It was moved by Gemmill and seconded by Gummere to approve the minutes. of December 21. 1964 as corrected, entering the dates of November 25th ~)December 1st and December 7th 1964. to correct errors in numbering of resolutions. I Motion carried. I AYES: ABSENT: Nescher, Gemmill. Gummere. Griswold Anderson Payroll demands No. 34ll to 3503 inclusive and regular demands No.,605~ to 6099 inClusive. totaling $38.270.8l as approved by the Finance Committee were presented. It was moved by Nescher and seconded by Gummere that the demands be allowed and warrants drawn on the Treasury for the same. AYES: ABSENT:- Nescher. I C\J C\J .:t.l ~ ;Q .:Q I I 317 The Chief of Police addressed the Council and presented certificates to the following for meeting State basic peace officer training requirements; Sergeants Richard Bender and Robert Garza; Police Officers Wilmot Lewis, Martin Black. William Fitch, Wayne McManigal. Dept. Donald McGill. Thomas Hoffman and Carol Jeab Buzzard. The Mayor and Council congratulated Chief Snyder and the officers for their fine efforts. It was moved by Nescher and seconded by Gummere to receive . and file the City Auditor report for September 30. 1964. AYES: ABSENT: Nescher. Gemmill, Gummere, Griswold Anderson Motion carried. It was decided that the agreements with the Southern California Association of Governments, (SCAG) and the Los Angeles Regional Transportation study (LARTS) be discussed together. Because of his association with the two groups as Mayor. Mr. Gemmill led the discussion comparing the two. After considerable discussion it was moved by Gemmill and seconded by Gummere to approve the execution of the SCAG agreement. AYES: ABSTAIN: ABSENT: Gemmill. Gummere, Griswold Nescher tnderson Motion carried. It was moved by Nescher to receive and file the LARTS agreement and resolution. Motion lost for want of a second. It was moved by'Griswold and seconded by Gummere to ratify Resolution No. 1354 and to approve the execution of LARTS. AYES: ABSTAIN: ABSENT: Gemmill. Gummere. Griswold Nescher Anderson Motion carried. It was moved by Gummere and seconded by Gemmill to autho- rize the execution of an agreement with the County of Orange to pro- vide radio maintenance service to departments other than police. The City Manager told of the importance of the meeting February 1, 1965 of the Northwesterly Orange County Coastal Projects Coordinating Committee. to hear Roads and Freeways sub- committee report regarding the location of coast freeway and urged all councilmen to attend. . It was moved by Gummere and seconded by Gemmill to authorize the City Manager to dispose of surplus automobile equip- . ment by means of informal bids followed by auction. AYES: ABSENT: Nescher. Mr. GuMmere reported that the 50th Anniversary Committee had met and organized and appointed Mr. Griswold Chairman, and set up subcommittees which are now at work. Mr. Gemmill reported that he and the City Manager had filed the necessary papers with the Secretary of State for Annexa- tion No. 64-1, on December 31. 1964 and that the area was now a part of the. City. I The City Manager announced an important meeting of the atizens Citizens Council of Seal Beach to be held at McGaugh SChool, }ounci1 January 7, 1965, and urged all to attend. I.
