The City Council of the City of Seal Beach met in regular
session at 8:00 p.m. with Mayor Anderson presiding. The Meeting
was called to order with the Pledge of Allegiance.

approve the minutes of January L~. 1965 as presented.

Payroll demands No. J,04 to 3591 inclusive and regular
demands No. 70001;0 7105 inclusive. totaling $69.143.75 as approved
by the Finance Committee were presented. It was moved by Nescher
and seconded by Griswold that the demands be allowed and warrants
drawn on the Treasury for the same.

Mayor Anderson declared January. 1965 as March of Dimes
Month.
The Mayor announced that this was the time and pl ace
as advertised for a public hearing to amend the Zoning Ordinance
to provide for a zoning Q'll8:slii,fi\c'atio~ '1.Recrea:t'ional Golf Zone".
The City Manager outlined theproposed zoning. There being no
protests. either oral or written, it was moved by Gemmill and
seconded by Nescher that the hearing be closed.

Ordinance No. 653 (Amending Chapter 27, Article 3.
Section 300 (2) zoning code and adding Article 15A, was presented
by title by the City Manager. It was moved by Gemmill and seconded
by Griswold to waive the reading of Ordinance No. 653. that it be
deemed as having had its first reading and be passed to the second
reading.

Upon 'the recommendation of the Director of Public Works,
it was moved by Gemmill and seconded by Griswold to accept the bid
for the Case Tractor at $7474.48 as it meets the proper specifications
and to reject the bid for the Ford Tractor as it does not meet
specifications.

special assessment) was presented by the City Attorney. It was
moved by Nescher and seconded by Gemmill ~o adopt Resolution No.
1357.

the Planning Commission request for sideyard reduction back to the
Commission for further study.

X petition signed at 266 residents of the area requesting
the closing' of Catalina Avenue at Bay Boulevard was discussed. It
was moved by Griswold and seconded by Nescher to instruct the
Director of Public Works to install the necessary barricades ~t
Bay Boulevard as soon as possible.

A plot plan for the location of the community swimming
pool at McGaugh School was explained in detail by the City Manager.
After some discussion it was moved by Griswold and seconded by
Gemmill to accept the plans as presented and corrected by the
School Board.

It was moved by Nescher and seconded by Gemmill to receive
and file the library feasibility study as prepared by Administrative
Intern, Gene Poertner.

After discussion it was moved by Gemmill and seconded by
Nescher to proceed with the temporary improvement of Marina Drive
as outlined. subject to the installation of curbs and gutters by
the property owner from 5th to 7th Streets (Teeple Nursery).
