Seal Beach, California August 2, 1965 The City Council 01' the Ci tl 01' Seal Beach met in regular session at '8:00 p.m. with Mayor Griswold presiding. The meeting was called to order with the Pledge of Allegianoe. Present: Ma:yor Griswold Councilmen: Gemm11l. Anderson, Gummere Absent: n n Nesoher It was moved by Anderson and seconded by Gummere to approve the minutes of July 19, 1965. as presented. AYES: ABSENT: Gemmill, Anderson, Gummere, Griswold Nescher Motion carried. . , The Mayor announced that this was the time for a hearing Side . on the report 01' cost of sidewalk repair submitted by the Superintien~ ", ~ dent of Streets. There being no ob~ections either written or oral, - . the Mayor declared the hearing closed. . Resolution No. 1392 (Sidewalks Hepairs) was presented by the City Attorney. , . It was moved by Anderson and seconded by Gummere Reso to adopt Resolution No. 1392. 1392 AYES: ABSENT: Gemmill, Anderson, Gummere. Griswold Nescher Motion carried. An appeal of the Planning Commission action of denial of a request tor a four-toot rear yard reductton by Harv~y Webb, 70~ Taper Drive, was reset to permit the Director of Public Works to advertise the' hearing on the appeal as r~quired by Ordinance No. 628, for the ne:x:t regular meeting. Regular ~ema~ds No. 8095 to 8133 inclusive $44,561.06 and payroll demands No. 481S to 4928 inclusive $24.582.21 for a total of $69,143.27. as Approved by the. Finance,~ommittee were pre- sented. I~was moved by Anderson and seconded by Gemmill that the Plan Comm d~and8 be allowed and warrants drawn on the Treasury for the same. AYES: ABSENT: Gemmill. Anderson, Gummere, Griswold Nescher Motion.. carried. Mr. Nescher arrived at 8:22 p.m. A,letter from Dale F. Snyder regarding,dlsturbanced in his neighborhood was, discussed and referred to the City Manager for analysis and conclusion. After some discussion Ordinance No. 666 (Unifo~ Food Handling) was presented by title by the City Manager. It was moved by Anderson and seconded by Gummere to waive the first reading of Ent.. .2!!! Ord. 666 - 372. Recrea- tion Water Recrea- tion Enter- Tain ment Cafe Ord. ~ rract ,699 50th Anniv. Ordinance No. 666, that it be deemed as having had its first read- ing and be passed to the second reading. AYES: NOES: Nescher, Gemmill, Anderson, Gummere, Griswold None Motion carried. ~ letter from Supervisor David Baker, regarding studies to dete~ine if the Orange County Flood Control District retarding basin can be used for recreational purposes was discussed and received and filed. It was moved by Gummere and seconde~ by Anderson that the Mayor be authorized to address a letter to Governor Edmond Brown, recommending the appointment of' Marvin Gode to the Santa Ana River Basin Regional Water Pollution Control Board. 1 AYES: NOES: Nescher, Gemmill, Anderson. Gummere, Griswold None ." Motion carried. A letter from Mr. J. M. Collier regarding recreation uses of Hellman property and the City Manager's response to Mr. Collier was received and filed. A similar letter from Mrs. George Juler, 40l Crystal Place was received and filed. Mrs. Violet McFarland praised the city officials for their fine ~resentation of the Golden Jubilee on Hadio Station I KLAC. Mr. Cliff Griffin complained of the lack of police supervision of patrons of an entertainment cafe next to his service station. Ordinance No. 667 (Hitchhiking) was presented by title by the City Attorney. It was move~ by Gemmill and seconded by Nescher to wQ1ve the first reading of Ordinance No. 667, that it be deemed as having had its first reading and be passed to the second reading. AYES : NOES: Nescher, Gemmill, Anderson, Gummere, G~iswold None Motion carried. It was moved by Anderson and seconded by Gummere to approve tentative tract map No. 5699 with 54 foot right-of-way only where 60 foot right-of-ways are not required. The Public Works Department,reports for the months of May and June 1965 were received and tiled. Mr. Nescher gave a brief report on the recent meeting of the West Orange County Water Board. The Mayor stated that this was the time for an a~peal hearing on ?lanning Commission action; denial of request tor reduction of rear yard set back from the required 10 feet to 6 feet; Harvey Webb, 701 Taper Drive. Speaking in favor of the, appeal were Mrs. Moore, 701 Taper Drive, Mrs. Betz, 644 Taper Drive, Miss Campbell, 705 Taper Drive, Mrs. Nelle, 633 Taper Drive and David Copp" 1300 Catalina A~enue.
